PUTRAJAYA: The TVET task force headed by Nurul Izzah Anwar (pic) has suggested that a special commission to coordinate the Technical and Vocational Education Training (TVET) implementation be set up.
Education Minister Dr Maszlee Malik said it was suggested that the implementation under the commission be overseen by two ministries, Education and Human Resources, during a recent Cabinet meeting.
“It was an idea by Nurul Izzah to table a motion in Parliament for the establishment of a TVET commission.
“It expresses our seriousness to enhance TVET and bring it to the next level.
“I hope we will make it a reality,” Dr Maszlee told reporters after attending a national industry dialogue titled “Living Skills in the 21st Century: TVET Empowerment/Initiative” yesterday.

Currently, seven ministries are overlooking TVET.
A coordination committee has been approved by the Cabinet, he said, to coordinate TVET activities between the ministries.
On the duties of the task force headed by Nurul Izzah, Dr Maszlee said it is tasked to conduct research across all ministries that provide TVET education and training.
“The role of (her) committee is to make recommendations on how our TVET system can be improved.
“This includes a review of our current laws in TVET education and training, as well as the idea for a TVET commission,” he added.
Dr Maszlee said TVET was given emphasis during the mid-term review of the 11th Malaysia Plan (11MP) 2016-2020 and the tabling of Budget 2019.
This is the way forward, he said, emphasising that collaboration between the Education Ministry and industry showed “we are on the right track”.
The government also plans to conduct a major mapping exercise to ensure TVET programmes meet industry standards set by professional accreditation bodies, he added.

TVET certification must be brought to the level where those with TVET certification can apply and be accepted for admission to Universities, if they wish to pursue higher education.
For example, a person who have SKM 4 do not have to continue to do SKM 5,6,7 or even 8, but can decide to pursue a degree or higher in Universities anywhere based on their SKM certification.
Having to streamline too early has its drawback, and many are worried what could happen if they decide to change their career choice later on. Will what they studied be given any consideration for entrance to another course? Will they be able to return to the normal school, if they decide to drop TVET? All these need to be clear-cut.
I am currently involved and hands-on industrial maintenance repair and overhaul, which basically could be handled by those going through TVET. My degree in mechanical engineering allows me to handle improve and design machineries, and gadgets. I have a deeper understanding of the system and had successfully troubleshoot and solved many chronic equipment failure issues.
I believe those have gone through our current TVET program, and also the opportunity to study engineering, can greatly enhanced the country’s engineering and innovation capabilities.
So I would support any proposal that anyone with a TVET certification in engineering related field, can obtain their degree in engineering base on their TVET certification.
Morning Ir Soh, those currently with DKM/DLKM in IT & engineering related programs do have a pathway to pursue their tertiary education at MTUN universities. However, I think it’s too narrow where many other TVET program’s graduates are stuck at just SKM3 or at most DLKM (Level 5).
Another issue is with the minimum SPM requirement for entrance to these universities, which is also a major hindrance to many of these bright SKM/DKM/DLKM holders. The academicians or Ministry of Higher Education (MoHE) are still not letting go of this requirement despite numerous effort by the Department of Skill Development (JPK) & Centre for Instructor and Advanced Skill Training (CIAST) to waive the it.
