Academy in Factory (AiF) – The Future of Manufacturing Training in Malaysia

Academy in Factory (AiF) is a relatively new concept in Malaysia, aimed at bridging the gap between academic learning and industry training. It is a training program that combines classroom learning with hands-on experience in a factory setting. This unique approach to education is gaining popularity in Malaysia, as it provides a more practical and relevant approach to learning.

The AiF program was first introduced in Malaysia in 2016, as a collaboration between the Malaysia Productivity Corporation (MPC) and the Ministry of International Trade and Industry (MITI). The program aims to help young people acquire the skills they need to succeed in the manufacturing industry, which is a key driver of Malaysia’s economy.

The Academy in Factory program will offer as many as 300,000 job opportunities by 2025 across high-impact sectors such as the electrical and electronics (E&E), automotive, chemical and advanced materials as well as life sciences and medical technology subsectors to youth across the country.

Under the newly announced Budget 2023, there’s a RM5.3 million funding for AiF

It involves more than 25 companies/factories in sectors such as chemicals, life sciences & medical technology, semiconductors and automation.

One of the main benefits of the AiF program is that it allows students to gain practical experience in a real-world factory setting. This experience is crucial for students who want to pursue a career in the manufacturing industry, as it gives them a better understanding of the day-to-day operations of a factory. Students also have the opportunity to work with state-of-the-art equipment and learn the latest manufacturing techniques.

Academy in Factory (AiF) participation conditions

The following are the conditions for AiF participation:

  • Malaysian
  • Aged 18-35 years
  • Proficient writing, reading and calculating
  • No serious health problems
  • Pass the AiF screening test

*Selected participants will undergo a module for 18 months, leading to the operation of a related company / factory

How to apply?

To participate in this Academy in Factory program, the following is the process that needs to be done:

  1. Register the application at the following link: http://aif.mpc.gov.my/user/register
  2. Take the AiF screening test.
  3. If successful, you will be given an offer letter
  4. Next, you will be offered an AiF placement letter for the work-while-study process.
  5. After completing the study & work period, you will receive an AiF certificate.
  6. You will continue your career at the Company / IPT based on the terms and conditions set.

Belanjawan 2023: Insentif dan inisiatif untuk sektor TVET

Belanjawan 2023 dengan tema ‘Membangun Malaysia MADANI’ telah memperuntukkan RM388.1 bilion, di mana RM289.1 bilion untuk belanja mengurus, RM99 bilion untuk belanja pembangunan dan termasuk RM2 bilion simpanan luar jangka.

Belanjawan 2023 memberi tumpuan kepada 12 ikhtiar utama berdasarkan tiga tekad iaitu memacu pertumbuhan ekonomi yang inklusif dan mampan, mereformasi institusi dan pentadbiran untuk mengembalikan keyakinan rakyat dan mencapai keadilan sosial untuk mengurangkan kesenjangan.

Ini adalah belanjawan pertama yang dibentangkan oleh Perdana Menteri Anwar Ibrahim yang juga pemimpin Kerajaan Perpaduan.

Belanjawan 2023 yang asalnya telah dibentangkan oleh kerajaan terdahulu pada Oktober tahun 2022, tetapi tidak dapat diluluskan setelah Parlimen dibubarkan.

Belanjawan 2023: TVET & Kemahiran

Sekarang, marilah kita fokus kepada perkara yang berkaitan dengan TVET sahaja. 

Ikhtiar 6: Memperkasa Kerjasama Awam-Swasta

1. Kerjasama dengan Industri bagi Pelaksanaan TVET

• Pengambilalihan sebahagian atau sepenuhnya operasi institusi TVET termasuk Institut Kemahiran Belia Negara (IKBN), kolej komuniti dan Institusi Latihan Kemahiran Awam (ILA) oleh 50 syarikat terpilih

Program AiF (Academy in Factory) (RM5.3 j)
– Latihan sambil bekerja di kilang
– Mensasarkan lebih 50 ribu pelatih setahun

Sistem Latihan Dual Nasional (SLDN) yang memanfaatkan lebih 8 ribu
pelatih (RM50 j) – bajet asal cuma RM20 juta (3 ribu pelatih)

2. Galakan Menyediakan Pekerjaan dengan Pendapatan Bermakna
• Penawaran 35 ribu peluang kerjaya kepada belia, graduan TVET, kumpulan rentan dan veteran oleh GLC

• Pelaksanaan latihan kemahiran di bawah HRD Corp (RM1 b)
– Latihan bagi meningkatkan produktiviti dan peluang pendapatan
– Memanfaatkan 800 ribu pekerja

• Penggubalan Dasar Pekerja Gig bertujuan untuk melindungi hak dan kebajikan pekerja gig

• Menggalakkan sektor swasta menggaji dengan nilai yang lebih tinggi
Insentif PERKESO kepada majikan yang menggaji graduan khususnya
TVET sebanyak RM600 sebulan selama 3 bulan sebagai tambahan
kepada gaji yang ditawarkan (RM45 j)
– Insentif PERKESO kepada majikan yang menggaji golongan mudah terjejas seperti OKU, bekas banduan, gelandangan dan penganggur tegar sebanyak RM600 sebulan selama 3 bulan (RM130 j)
– Pemberian geran bersamaan 80% daripada nilai gaji bulanan bagi menggalakkan wanita kembali bekerja (RM292 j)

Menggalakkan anak muda meningkatkan keupayaan dan kemahiran (RM60 j)
– Program peningkatan kemahiran microcredentials kepada pekerja gig menerusi tanggungan bayaran latihan sehingga RM4,000 dan elaun RM300 untuk 3 bulan sebagai menggantikan pendapatan pekerja gig hadir program latihan (RM40 j)
– Fi latihan sehingga RM2,500 kepada 30 ribu pekerja gig untuk mereka menjalani pembelajaran berbentuk microcredentials

• Bantuan mobiliti kepada pencari kerja
– RM500 kepada pencari kerja yang mendapat pekerjaan di luar dari
negeri bermastautin
– RM1,000 kepada pencari kerja yang mendapat pekerjaan dan
melibatkan penghijrahan jarak jauh dari Sabah atau Sarawak ke
Semenanjung dan sebaliknya

• Menggalakkan automasi sektor perladangan melalui penggunaan robotik
dan kecerdasan buatan (artificial intelligence – AI) yang berupaya
menggaji pekerja tempatan yang berkemahiran
– Menyediakan geran sepadan untuk melaksanakan projek rintis dengan
syarikat sawit (RM50 j)
– Mengenakan kadar levi yang lebih tinggi kepada syarikat dengan
bilangan pekerja asing yang tinggi dimana hasil levi tambahan akan
digunakan bagi menyokong majikan membiayai inisiatif automasi

Ikhtiar 12: Menyediakan Keperluan Asas Berkualiti

• Agenda memperkasa TVET melalui 7 Kementerian utama (RM6.7 b)

Perbadanan Tabung Pembangunan Kemahiran (RM180 j)

•  Veteran
– Kerjasama Strategik LTAT, MAFS & KEMENTAH bagi Projek Rintis Pertanian Jagung Bijirin
– Program Reskilling & Upskilling Veteran ATM oleh Jabatan Hal Ehwal
Veteran (JHEV) dengan kerjasama Jabatan Pembangunan Kemahiran
(JPK) & Persatuan MYTVET Malaysia (RM5 j)
– Program Kerjaya Kedua Veteran ATM bersama LTAT dan syarikat berkaitan kerajaan 
– Kelonggaran khas bayaran balik pinjaman perumahan veteran di
bawah LPPSA
