Pemilik kedai gunting rambut di Malaysia sedang menghadapi kesukaran untuk mencari pekerja mahir kerana pembekuan ambilan sementara pekerja asing oleh kerajaan. Persatuan Pemilik Gaya Rambut Salun India Malaysia (Mindas) menganggap keputusan ini menjejaskan perniagaan mereka dan memohon agar mereka dibenarkan mengambil pekerja asing seperti perniagaan lain.

Namun, kerajaan masih belum memberikan keputusan yang memuaskan kepada Mindas. Mereka mengusulkan untuk membawa masuk tukang gunting rambut tempatan melalui persatuan dan usaha sama dengan pihak lain, tetapi sambutan daripada warga tempatan tidak begitu baik.

Menurut Meenaq Kumar, penolong Setiausaha Mindas, warga tempatan kurang minat dengan bidang gunting rambut, dan mereka yang menamatkan kursus tukang gunting rambut cenderung membuka kedai sendiri daripada bekerja dengan orang lain. Kekurangan pekerja mahir ini menyebabkan sekurang-kurangnya 1,600 kekosongan dalam kalangan ahli Mindas.

Kumaran Gunasegaran, pemilik 10 kedai gunting rambut di Lembah Klang, menyatakan bahawa banyak perniagaannya terjejas kerana tidak dapat mencari pekerja mahir. Walaupun telah banyak mencuba untuk menggaji warga tempatan, kebanyakan dari mereka tidak muncul selepas sehari bekerja tanpa memberi notis.

Mindas dan pemilik kedai gunting rambut lain merayu kepada kerajaan agar diberikan pengecualian dalam pembekuan ambilan pekerja asing bagi memastikan kelangsungan perniagaan mereka. Mereka juga menggesa kerajaan untuk membantu membina kemahiran pekerja tempatan dalam bidang gunting rambut untuk mengisi kekosongan pekerja mahir.

Sekiranya kekosongan ini tidak segera diisi, industri gunting rambut akan terjejas dan lebih ramai pekerja akan kehilangan pekerjaan. Kerajaan perlu mengambil tindakan yang bijak dan adil bagi mempertahankan industri ini dan menjamin kestabilan ekonomi dalam jangka masa panjang.

However, you may not be aware there is also the NCS-TTT program under the Department of Skills Development (DSD) or more well known as Jabatan Pembangunan Kemahiran (JPK) and also OSH-TTT Competency Based Programme by National Institute of Occupational Safety and Health (NIOSH).

1. HRD Corp-TTT

Trainer refers to a Professional Trainer certified or accredited by HRD Corp. Under the HRD Trainers Development Framework, Trainers will be categorised as follows:

TTT Certified Trainers

  • Trainers who successfully completed the 5 days HRD Train The Trainer course (TTT) and certified by lead trainers are recognised as TTT Certified Trainers.

TTT Exempted Trainers

  • Trainers who successfully obtained an exemption for the TTT course based on certification (eg NCS-TTT), qualification or experience are recognised as TTT Exempted Trainers.

HRD Corp Accredited Trainers

  • TTT Certified or TTT Exempted Trainers who have gone through accreditation by assessment process – evaluated and certified by HRD Corp appointed panels as competent and recognised as HRD Corp Accredited
  • TTT Certified or TTT Exempted Trainers who have gone through accreditation by activity process, certified competent based on 120 hours of training hours completed are recognised as HRD Corp Accredited Trainers.

As a HRD Corp Accredited Trainer, your training is claimable to HRD Corp Registered employer. The quality of a training programme not only depends on the training facilities, it is also highly dependent on the quality of trainers conducting the training. The implementation of HRD-TDF will create a pool of competent and skilled Trainer professionals. This will support the human capital development needs of the nation through better quality and more effective training delivery. The HRD Corp Accredited Trainer status would only be applicable within HRD Corp training landscape that covers various schemes offered by HRD Corp.

2. NCS-TTT

The NCS-004:2017 (TTT) is a National Competency Standard under the Department of Skills Development, Ministry of Human Resources. It falls under the National Skills Development Act 2006 (NASDA), and the certificate is awarded by the Department of Skills Development.

If you wish to be a trainer (or more specifically, Assessor for Modular programs; PP-M) in skill-based programs where your candidates can be certified with the Statements of Achievement (PC), you SHOULD have this Train the Trainer certificate.

NCS-004:2017 (TTT) merupakan Standard Kompetensi Kebangsaan di bawah Jabatan Pembangunan Kemahiran (JPK), Kementerian Sumber Manusia (KSM). Ia adalah di bawah Akta Pembangunan  Kemahiran Kebangsaan 2006 (NASDA). JPK menganugerahkan sijil NCS-004:2017.

Perbezaan utama antara kedua-duanya ialah dengan NCS-TTT, anda tidak perlu mengikuti kursus HRD Corp-TTT lagi; anda boleh mohon untuk dapatkan sijil pengecualian HRD Corp-TTT dengan bayaran RM300 sahaja.

此分类下的申请者无需上5天的HRD培训讲师课程(TTT),你只需要根据先前的资格、证书/文凭或其他相关的讲师经验来换取豁免的资格,直接跳级荣升为TTT豁免讲师。

HRD Corp 认证培训师

这个则是在你拿到了“TTT认证讲师 ”或“TTT豁免讲师 ”的资格后,再过关斩将通过另一个考试,获得由 HRD Corp 指定小组审核为 HRD Corp 认证培训师。如果不想再考试的话,则可以通过完成的120小时培训时间,被HRD Corp认证为一名合格的培训师。

那作为 HRD Corp 合格的培训师有什么好处?作为 HRD Corp 合格的培训师,你所提供的培训就可向 HRD Corp 注册雇主索取津贴。 培训计划的质量不仅取决于培训设施,还高度依赖于进行培训的培训师的素质。 HRD-TDF 的实施将创建一个称职和熟练的培训师专业人才库。 这将通过更好的质量和更有效的培训交付来支持国家的人力资本发展需求。 HRD Corp 认证培训师身份仅适用于涵盖 HRD Corp 提供的各种计划的 HRD Corp 培训环境。

2. NCS-TTT 合格讲师认证

和HRD Corp-TTT 不同,NCS-TTT NCS-004:2017(TTT)则是人力资源部技能发展部门制定的国家职业标准。它属于2006年国家技能发展法案(NASDA)的范畴,证书由人力资源部门旗下的技能发展部门颁发,是一项国家级别的认证。

如果你希望成为技能课程的合格培训讲师(更具体地说,是PP-M的评估员),你必须获得这个NCS-TTT的培训讲师证书。

Weekend training courses have become increasingly popular in recent years as individuals like you may seek to enhance your skills and knowledge in your chosen field without sacrificing your workweek. This trend has also caught on in the Technical and Vocational Education and Training (TVET) sector, where institutions such as:

1. Youth and Sports Skills Training Institute (ILKBS) offer weekend training courses to empower youths like you/your children with additional skills.

This programme is held on weekends using a “Do It Yourself” approach and tailored specifically for B40 & M40 groups, as well as at-risk and minority youths and those who are already working aged 40 and below.

2. ISE Education offer weekend induction courses for you to be qualified as centre managers, skills trainers/assessors (PP)/internal verifiers (PPD) & external verifiers (PPL)*.

But behind the glitz and glamour of the stage, there’s also a story of how TVET (Technical and Vocational Education and Training) played a crucial role in making the concert a success. In this article, we’ll explore how TVET skills are essential in the entertainment industry and how Malaysia is investing in TVET to empower its youth and boost its economy.

First, let’s look at some facts about Blackpink and their concert in Malaysia. Blackpink is a South Korean girl group formed in 2016, consisting of four members: Jisoo, Jennie, Rosé, and Lisa. They have gained worldwide popularity with their catchy songs such as “Kill This Love,” “How You Like That,” and “DDU-DU DDU-DU,” as well as their unique fashion and dance style. In January 2019, they became the first K-pop girl group to perform at Coachella, a music festival in the US. In the entertainment industry, TVET skills are essential for various roles, such as sound and lighting technicians, stagehands, carpenters, electricians, riggers, camera operators, makeup artists, costume designers, and many others. Without TVET-trained professionals, it would be impossible to set up and run a concert of Blackpink’s scale and complexity.

For example, the stage design and construction require TVET skills such as welding, carpentry, and metalworking. The lighting and sound systems involve TVET skills such as electrical engineering, audiovisual technology, and digital programming. The visual effects and pyrotechnics involve TVET skills such as 3D animation, motion graphics, and special effects. The logistics and security involve TVET skills such as crowd management, first aid, and emergency response. All these skills require not only technical knowledge but also creativity, teamwork, and problem-solving abilities, which are also taught in TVET programs.

这次的财政预算案中将会拨款给NDTS计划参与者,即学徒,培训中心和公司提供津贴和激励,以减轻负担并鼓励参与。

谁从 2023 年预算下的 NDTS 计划中受益? 政府提供什么奖励?

那谁又可以从 2023 年预算下的 NDTS 计划中受益呢? 政府在这次的计划里到底提供了一些什么样的奖励?

i. 现有工人或求职者 – 通过参加 NDTS 计划下的“技能再培训”和“技能提升计划”来提高技能/职业的现有工人或求职者。 参与该计划的个人将成为该计划的学徒。 学徒有资格获得每月 RM500 的津贴

ii NDTS 培训中心 这类培训中心可以是公共或私人培训机构,为 NDTS 培训计划提供理论/基础(theoretical/basic training)培训。 培训中心有资格为每位受训学徒每月提供 RM300 的奖励。

iii. NDTS 公司 由相关的行业参与者组成,为培训计划的实践部分(practical training)提供培训。 这些公司有资格为每个参与的学徒每月 RM200 的奖励。

成为 NDTS 计划学徒的标准是什么?我如何申请加入该计划?

如果你有兴趣想要参与或申请政府资助的这个NDTS计划,请细看以下标准:

a. 即将就业或已经就业的工人需符合以下标准:

i. 马来西亚人。
ii. 在 DSD 注册为学徒时年满 16 岁(按出生年份计算) 。
iii. 至少可以用马来语或英语写作和口语表达。
iv. 不得是 NDTS 培训计划里的相关人员(无论是作为协调员、中心经理、培训师或教练) 。
v. 必须全日制参加培训计划。

a. 培训提供者必须是 NDTS 培训中心。

每个人员需要遵循的最基本的课程是 NDTS 入门(一日)

b. 如果培训机构尚未获得 NDTS 培训中心的认可,可以在 myspike.my 在线提交申请(在满足所有要求后——将在 NDTS 入门课程 中进行介绍)

c. 要参加 NDTS 奖励计划,申请必须由培训中心或内部公司通过 myspike.my 在线提交。

在2023 NDTS奖励计划下,可以提供/允许哪些类型的计划和培训时间?

培训中心可以提供的课程类型是完整的认证课程(full program)或模块课程(modular program),但具体要取决于培训中心的规划。 允许的培训时间在2 个月到24 个月之间,培训时间必须遵守最新的Panduan Pelaksanaan SLDN标准。

  3. If successful, you will be given an offer letter
  4. Next, you will be offered an AiF placement letter for the work-while-study process.
  5. After completing the study & work period, you will receive an AiF certificate.
  6. You will continue your career at the Company / IPT based on the terms and conditions set.
