Perdana Menteri, Datuk Seri Anwar Ibrahim, telah mendedahkan Belanjawan 2024 yang mempunyai peruntukan sebanyak RM6.8 bilion untuk memajukan pendidikan teknikal dan vokasional (TVET). Matlamat utama Belanjawan 2024 ini adalah memperkukuhkan bakat tempatan dengan kemahiran tinggi yang mampu bersaing di peringkat global. Kerajaan komited untuk memajukan pendidikan TVET dan menyediakan pelbagai peluang bagi graduan TVET.

Pensijilan Profesional

Dalam Belanjawan 2024, sejumlah RM6.8 bilion telah diperuntukkan bagi memajukan pendidikan TVET di Malaysia. Ini adalah langkah progresif yang menunjukkan komitmen kerajaan untuk menyokong pembangunan bakat tempatan.

Belanjawan MADANI Pertama telah memulakan secara rintis usaha merombak pendidikan TVET negara melalui kerjasama dengan syarikat GLC dan swasta.
Setakat 5 Oktober lalu, 17 GLC dan 44 syarikat swasta telah terlibat dalam pemeteraian 61 memorandum persefahaman mencakup kerjasama melalui pembangunan kurikulum serta sumbangan peralatan dan kepakaran.

Salah satu titik utama Belanjawan ini adalah penyediaan RM100 juta untuk pensijilan profesional yang diiktiraf industri kepada graduan TVET, dimulai tahun depan. Langkah ini penting untuk memastikan bahawa graduan TVET mempunyai kemahiran yang diiktiraf dan relevan dengan keperluan industri.

Penyediaan Latihan Melalui HRD Corp

Pembangunan Sumber Manusia Berhad (HRD Corp) akan memanfaatkan dana sebanyak RM1.6 bilion untuk menyediakan 1.7 juta tawaran latihan. HRD Corp akan turut menyediakan semula dana khas menggunakan 15% daripada jumlah kutipan levi untuk melaksanakan Program Latihan Madani kepada usahawan mikro, kecil, dan sederhana (PMKS) serta golongan rentan seperti bekas banduan, orang kelainan upaya, warga emas, dan pesara. Ini merupakan usaha yang bersepadu untuk memastikan pelbagai lapisan masyarakat mempunyai akses kepada peluang latihan TVET yang berkualiti.

Bagi menangani kekurangan bakat tempatan, Program Academy in Industry akan dilaksanakan dengan peruntukan sebanyak RM70 juta. Program ini memberi peluang kepada individu untuk memperoleh kemahiran sambil bekerja dalam tempoh sehingga 18 bulan. Ia akan membantu graduan TVET mendapatkan pengalaman praktikal dan memastikan bahawa mereka bersedia untuk menangani cabaran dalam industri. Kaedah ini sebenarnya adalah Sistem Latihan Dual Nasional atau National Dual Training System dalam Bahasa English.

Belanjawan 2024 - PTPK

Perbadanan Tabung Pembangunan Kemahiran (PTPK) dengan Dana Latihan TVET berjumlah RM180 juta akan menyediakan pinjaman pendidikan kepada 12 ribu pelatih yang mengikuti Program Persijilan Kemahiran. Ini akan membantu pelatih membiayai pendidikan mereka dan meningkatkan akses kepada program TVET.

Sokongan kepada Bidang Maritim, Kesenian, dan Aeroangkasa

Sejumlah RM20 juta akan digunakan untuk manfaat pelatih yang mengikuti bidang maritim, kesenian di ASWARA, dan penyelenggaraan, pembaikan, dan baik pulih (MRO) bagi sektor aeroangkasa. Ini akan memajukan bidang-bidang ini yang memiliki potensi untuk pertumbuhan ekonomi yang berterusan.

Program Tahfiz TVET

RM17 juta disediakan untuk melaksanakan Program Tahfiz TVET yang memberi peluang kepada pelajar tahfiz untuk mempelbagaikan kemahiran mereka. Ini adalah langkah untuk memberi sokongan kepada pelajar tahfiz untuk memperluaskan horizon mereka dan membuka peluang untuk kerjaya yang lebih luas.

Program PEKA (Peluang Kedua Anda)

Program PEKA (Peluang Kedua Anda) oleh Jabatan Penjara telah berjaya menyediakan peluang pekerjaan kepada para pesalah yang mengakhiri tempoh hukuman. Tahun hadapan, selain meneruskan kerjasama dengan syarikat untuk menjayakan program PEKA, sebanyak 10 juta ringgit turut disediakan bagi melaksanakan Program PEKA TVET untuk menyediakan latihan kompetensi yang diakreditasi oleh CIDB kepada para pesalah.

Pelepasan Cukai

Pelepasan cukai sehingga RM2,000 ringgit bagi yuran kursus peningkatan kemahiran atau kemajuan diri dilanjutkan sehingga tahun taksiran 2026.

meliputi yuran untuk menyertai kursus kemajuan kendiri seperti kursus
bahasa, fotografi, menjahit dan sebagainya.

Unit Pengambilan TVET: Portal Rasmi Permohonan Ke Institusi TVET Malaysia

PUTRAJAYA, 30 Oktober – Permohonan kemasukan ke 1,334 institusi Latihan Teknikal dan Vokasional (TVET) di seluruh negara akan mengalami perubahan besar dengan pelancaran portal Unit Pengambilan TVET (UP_TVET). Timbalan Perdana Menteri dan Pengerusi Jawatankuasa Majlis TVET Negara, Datuk Seri Ahmad Zahid Hamidi, mengumumkan bahawa langkah ini bertujuan untuk menyelaraskan permohonan, menghindari pertindihan, dan meningkatkan keberkesanan proses penerimaan peserta.

Menurut Datuk Seri Ahmad Zahid Hamidi, “Permohonan menggunakan portal Unit Pengambilan TVET ini akan memungkinkan peserta memilih institusi TVET dan kursus yang mereka minati dengan lebih teratur. Ini akan mengurangkan masalah pertindihan permohonan dan memastikan bahawa peserta mendapatkan kursus yang sesuai dengan minat dan keperluan mereka.”

Institusi TVET ini cuma merangkumi institut awam seperti INSTITUT LATIHAN PERINDUSTRIAN, PUSAT LATIHAN TEKNOLOGI TINGGI (ADTEC), INSTITUT KEMAHIRAN BELIA NEGARA, INSTITUT KEMAHIRAN TINGGI BELIA NEGARA, GIATMARA dan GERMAN-MALAYSIAN INSTITUTE (GMI).

Anda boleh cari mengikut bidang yang anda minati.

Selain dari penyelarasan permohonan, Jawatankuasa Kabinet Majlis TVET Negara juga telah menetapkan beberapa arahan penting untuk institusi TVET. Salah satunya adalah untuk menawarkan kursus berasaskan teknologi tinggi dan tenaga yang boleh diperbaharui. Ini bertujuan untuk memastikan peserta TVET dilatih dengan kemahiran yang relevan dengan pasaran tenaga kerja yang semakin berkembang, termasuk keperluan pelabur-pelabur asing.

Datuk Seri Ahmad Zahid Hamidi menekankan, “Dengan menawarkan kursus yang sesuai dengan permintaan pasaran, kita akan membantu pelabur-pelabur asing mendapatkan pekerja-pekerja yang mahir dan berkelayakan, yang akan memberi manfaat kepada syarikat-syarikat mereka.”

Beliau juga merujuk kepada hasrat Perdana Menteri, Datuk Seri Anwar Ibrahim, untuk mengembangkan industri berdasarkan teknologi tinggi dan bidang tenaga boleh diperbaharui. Ini dijangka akan mencipta lebih dari 3.5 juta peluang pekerjaan baharu menjelang tahun 2030.

Dalam usaha untuk menyelaraskan Dasar TVET Negara, Datuk Seri Ahmad Zahid Hamidi juga telah memberikan arahan kepada Sekretariat TVET Negara untuk menyusun pelan ‘road map’ yang akan menerjemahkan Dasar TVET Negara 1.0 hingga tahun 2030. Ini akan menjadi panduan penting bagi memastikan perkembangan dan pertumbuhan TVET di Malaysia.

Beliau menyimpulkan, “Kami percaya bahawa TVET adalah pilihan utama untuk pendidikan dan latihan bagi ramai individu. Kebolehpasaran dalam kalangan graduan TVET telah meningkat melebihi 92 peratus, menunjukkan keberkesanan pendidikan dan latihan yang diberikan. Kami akan terus mengukuhkan TVET sebagai pilihan utama bagi pelajar Malaysia, sambil terus memajukan pendidikan akademik.”

Penilaian kendiri adalah aktiviti penilaian awal yang dilakukan dalam sistem semasa membuat permohonan Sijil Kemahiran Malaysia (SKM) melalui kaedah Penilaian Pencapaian Terdahulu (PPT). SKM adalah sijil kemahiran yang diiktiraf secara rasmi di Malaysia dan sangat penting dalam membantu anda meningkatkan peluang pekerjaan serta pembangunan kerjaya. 

Ia bertujuan menentukan sama anda telah memenuhi keperluan Standard serta mengetahui status kelayakan permohonan bagi program yang ingin dipohon.

1. Kenalpasti kod bidang kemahiran anda dari Daftar NOSS atau melalui My Spike.

2. Laksanakan penilaian kendiri dan buat permohonan di MySpike.

Penilaian kendiri dilakukan dengan merujuk kepada semua Work Activities yang tersenarai dalam NOSS bidang yang nak dimohon. 

Sekiranya anda mendapati ada Work Activities tertentu (pengetahuan dan kemahiran berkaitan) yang belum pernah dilakukan dan perlu ditingkatkan, carilah peluang untuk lakukan/belajar kemahiran tersebut. Anda boleh mengikuti kursus atau melakukan kerja-kerja tersebut dalam kerja anda supaya pengetahuan dan kemahiran berkaitan.

3. Buat bayaran (RM300/tahap untuk SKM1,2 & 3, RM500/tahap untuk DKM/DLKM) apabila permohonan telah disokong.

4. Anda akan ditugaskan dengan seorang Pegawai Penilai-PPT (PP-PPT) yang akan membimbing anda dalam pembangunan portfolio serta menilai bukti ketrampilan anda. 

Pastikan portofolio anda lengkap dengan sijil, projek-projek yang pernah anda jalankan, dan sebarang dokumen yang boleh mengesahkan kemahiran anda. Langkah ini sebaiknya telah dikenalpasti semasa membuat penilaian kendiri.

Sekiranya anda masih keliru, nak tahu lebih lanjut (susunan portfolio, contoh bukti ketrampilan yang kukuh/sesuai untuk dikemukakan) sebelum berjumpa dengan PP-PPT anda, boleh pertimbangkan juga untuk:

KUALA LUMPUR, AUGUST 1 — The Malaysian government is backing the Academy in Industry (AiL) pilot project with a generous RM4,000 monthly incentive for trainees, aiming to boost the appeal of Technical and Vocational Education and Training (TVET) as an attractive alternative to traditional tertiary education.

Economy Minister Rafizi Ramli revealed that the government has allocated RM40 million to support the initial batch of the AiL programme and plans to attract up to 10,000 trainees by year-end.

The 18-month AiL programme offers trainees a total incentive of RM4,000, making it an appealing option for those seeking early earnings and technical certifications. Participants will receive RM2,000 per month during the program, along with relocation allowances, cash incentives for job retention for nine months, and a final cash bonus upon certification.

The incentive structure is strategically designed to encourage trainees to complete their training and stay committed to their jobs, ensuring financial support for their career development.

Rafizi emphasized that the programme addresses the financial burden that previously deterred many school leavers from joining the manufacturing and technical sectors, as it offers assistance with relocation expenses and financial support for house rentals and essential needs.

The AiL initiative aims to significantly contribute to the productivity growth target outlined in the 12th Malaysia Plan, with an expected annual growth rate of 3.6% and a 40% increase in workers’ compensation by 2025.

As part of the scheme’s goals, up to 1,000 companies will be accredited for workforce skill improvement, with a focus on reskilling and upskilling efforts.

During the launch, Rafizi announced that around 200 international manufacturing companies have already joined the programme, which aims to implement labor market reforms and provide opportunities for youths to be trained as highly skilled workers.

Highlighting the significance of obtaining technical certifications through TVET, Rafizi mentioned that graduates of the 18-month programme will be certified in their skills by the age of 19, setting them apart from peers pursuing traditional university education.

The pilot project’s success will dictate funding adjustments in subsequent years, with the potential to accommodate more participants and expand the initiative.

“We can also hope that many more workers will join, and we will adjust the funding accordingly starting next year,” Rafizi added, expressing optimism for the programme’s growth and positive impact on the workforce.

Putrajaya: Kerajaan bercadang untuk mengiktiraf Sijil Kemahiran Malaysia (SKM) supaya setaraf dengan Sijil Pelajaran Malaysia (SPM) (SKM setaraf SPM) untuk meningkatkan peluang pekerjaan bagi pemegang sijil tersebut.

Timbalan Perdana Menteri, Datuk Seri Dr Ahmad Zahid Hamidi, menyatakan bahawa kertas dasar tersebut akan dibawa ke mesyuarat Jemaah Menteri dalam masa terdekat.

“Kerana kami mempunyai sijil yang akan dikeluarkan iaitu SKM, dasar ini akan dibawa ke Kabinet untuk menentukan bahawa sijil ini akan diiktiraf sebagai sijil yang setaraf (SKM setaraf SPM) atau lebih tinggi daripada SPM”.

“Dalam tempoh dua minggu akan datang (kertas dasar akan dibawa ke Kabinet untuk dibincangkan),” katanya dalam satu sidang media selepas menghadiri Majlis Pelancaran Portal Latihan Teknikal dan Vokasional (TVET) dan Pertukaran Memorandum Kerjasama di sini, hari ini.

Turut hadir dalam majlis tersebut adalah Menteri Sumber Manusia, V Sivakumar; Menteri Kerja Raya, Datuk Seri Alexander Nanta Linggi; dan Menteri Belia dan Sukan, Hannah Yeoh.

Selain SKM, Ahmad Zahid yang juga Pengerusi Jawatankuasa Majlis TVET Negara, menyatakan bahawa beberapa perubahan dasar dirancang untuk memperkukuhkan sektor TVET di negara ini.

Beliau menyatakan bahawa adalah penting untuk menyelaraskan bidang-bidang tertentu agar semua pihak tidak lagi berfikir secara terasing, tetapi bekerjasama dengan lebih baik.

“Tujuan ini bukan hanya mengurangkan kadar pengangguran, tetapi juga untuk mengurangkan jurang pengangguran yang ketara dan masalah ketidaksiapan dalam bidang pekerjaan dan kursus yang diikuti,” katanya.

Menanggapi penubuhan Suruhanjaya Ekonomi Gig Malaysia (SEGiM), beliau menyatakan bahawa kerajaan komited untuk menyediakan peluang yang sesuai dengan umur pekerja dalam sektor tersebut.

“Kita sedar bahawa industri gig ini berkembang sebanyak 23 peratus setiap tahun dan melibatkan nilai RM52.4 bilion pada tahun 2021. Kementerian Sumber Manusia (KSM) dan kementerian-kementerian lain amat prihatin terhadap nasib pekerja dalam sektor ini dan kami akan menyediakan kertas dasar Kabinet untuk menubuhkan suruhanjaya tersebut..

“Namun, saya telah mengadakan perbincangan tidak rasmi dengan Perdana Menteri, dan pada asasnya, kajian terhadap kertas dasar tersebut perlu dilakukan,” katanya.

How to be a Qualified Skills Trainer in the Malaysian Skills Certification System

What is a Skills Trainer?

A skills trainer is an industry practitioner equipped with certain skills dedicated to helping individuals learn and enhance specific skills. They can be teachers, coaches, mentors, or experts in their respective fields, who impart knowledge and expertise to adults seeking to develop in a particular area. From educational institutions to businesses and online platforms, skills trainers can be found in various settings. By leveraging their expertise, these trainers empower students and employees to strengthen their skill sets, ultimately preparing them for successful careers ahead.

Now, in the context of Malaysian Skills Certification System, a skills trainer is a personnel in an accredited centre that fulfills the requirement and certified by Director General (Ketua Pengarah) to train the students/candidates at the determined accredited centre.

Skills trainer, also commonly called as tenaga pengajar kemahiran in Malay by most, either serve/appointed at SLaPB or NDTS training centres.

1. Jabatan Pembangunan Kemahiran (JPK) Accredited Centre under SLaPB

This is something like an academy/college, where training is 100% institution based.

As a skills trainer, you would be required to teach the students theoretical knowledge & perform practical, all within the institution (read here if you’re interested to set up a Pusat Bertauliah SLaPB )

Your students would be mainly school leavers, with or without SPM. Yes, you didn’t read wrongly, SPM is not needed to pursue a skills course or now popularly known as TVET courses.

There are actually 3 categories of skills trainer in a Pusat Bertauliah SLaPB; namely;

1. Tutor/lecturer/trainer @ Tenaga pengajar (TP)

1.1 Tenaga Pengajar

As a TP, your role is just to teach the students, whether it’s theory or practical. You would not be able to assess, hence couldn’t sign & give marks to your students’ portfolio. 

To qualify as Tenaga Pengajaryou only need to pass induksi PP-PPD-PPB, besides having working experience and being competent in the program being taught.

1.2 Pegawai Penilai (PP)

As a PP, your role is not just limited to teach but also assess the students in theory and practical.

Every JPK Accredited Centre MUST have this personnel (besides the internal verifier-PPD & centre manager-PPB) as part of the requirement to get program accreditation by JPK. Hence, PP is a VERY critical personnel in any Pusat Bertauliah SLaPB (in my view, the most critical one, despite being at the bottom of the organisation chart).

To qualify as a PP, you need to have:

1. Induksi PP-PPD-PPB certificate
2. Sijil Kemahiran Malaysia (usually minimum Level 3)
3. VTO or TVET-i certificate (trainer cert)

1.3 Pegawai Penilai Modular (PP-M)

Just like PP, your role is not just limited to teach but also assess the students in theory and practical. However, as a PP-M, you can only be appointed for Modular programs (as the name suggest),

In JPK’s context, modular@micro credential program refers to micro-qualifications awarded for training programs implemented in a modular manner over a shorter period of time. It is developed based on a Competency Unit (CU) or Work Activity (WA) or a combination of CU or a combination of WA for the specific competence of a National Occupational Skills Standard (NOSS).

To qualify as a PP-M, you need to have:

1. Induksi PP-PPD-PPB certificate
2. Sijil Kemahiran Malaysia or Statement of Achievement (PC) for the program to be appointed as PP-M; AND
3. VTO/TVET-i certificate or NCS-TTT (trainer cert)

2. National Dual Training System (NDTS) Training Centre

This is an industrial based training, where 20-30%  of training is done at training centre and balance 70-80% is done at workplace.

As a NDTS skills trainer, you are only required to teach theoretical modules in the training centre.

The practical part would be handled by the NDTS coaches at the company/workplace.

Your apprentices would either be the existing or new work force of the NDTS company. 

To qualify as a NDTS Trainer, you need to have:

1. Induksi SLDN certificate
2. Sijil Kemahiran Malaysia/Diploma Lanjutan Kemahiran Malaysia/Diploma Lanjutan Kemahiran Malaysia/Diploma/Degree in relevant field AND 1 year of relevant teaching experience OR qualification in the particular field AND 3 years of relevant teaching experience
3. Passed NDTS Trainer Training Programme (4 days f2f programme)

Definisi NOSS

Singkatan daripada National Occupational Skills Standard (NOSS) atau Standard Kemahiran Pekerjaan Kebangsaan. NOSS adalah dokumen yang menggariskan ketrampilan yang diperlukan oleh seseorang pekerja mahir yang bekerja di Malaysia bagi sesuatu bidang dan tahap pekerjaan serta laluan untuk mencapai ketrampilan tersebut.

Kelebihan dan Kegunaan Standard Kemahiran

Standard kemahiran memberi manfaat kepada semua pihak yang berkepentingan (majikan, pekerja dan pusat latihan kemahiran).
Kejayaan projek pembangunan standard kemahiran dan ianya berguna kepada masyarakat bergantung pada penyertaan penuh dan komitmen semua pihak yang berkepentingan.  Manfaat ini boleh digunakan sebagai penanda aras untuk menilai keberkesanan usaha bersama.

Suruhanjaya Perkhidmatan Air Negara (SPAN) telah menetapkan Sijil Kemahiran Malaysia (SKM) dan Penyata Pencapaian (PC) dijadikan sebagai Perakuan Kelayakan bagi Industri perkhidmatan Air di Seluruh Negara melalui Pemberitahuan dan Perintah-perintah Industri Perkhidmatan Air Tahun 2015 di bawah seksyen 50, Akta Industri Perkhidmatan Air 2006 (Akta 655).

Saya difahamkan gaji asas adalah RM1,500 dan insentif pembacaan setiap akaun adalah RM0.3. Dianggarkan sebulan boleh capai 700 akaun (info 2017).

Di Malaysia, beberapa industri dan syarikat yang mungkin memerlukan individu dengan sijil pengurusan keselamatan, kesihatan dan alam sekitar. Berikut adalah beberapa industri di mana mungkin ada keperluannya:

1. Minyak dan Gas: Malaysia mempunyai industri minyak dan gas yang signifikan, dengan syarikat-syarikat seperti Petronas, Shell Malaysia, ExxonMobil Malaysia, dan Murphy Oil beroperasi di negara ini. Syarikat-syarikat ini kerap memerlukan individu dengan sijil  pengurusan keselamatan, kesihatan dan alam sekitar untuk memastikan pematuhan terhadap peraturan dan amalan terbaik.

2. Pembinaan: Industri pembinaan di Malaysia berkembang pesat, dengan banyak projek infrastruktur sedang berlangsung. Syarikat-syarikat pembinaan seperti Gamuda, IJM Corporation, Sunway Construction, dan WCT Holdings mungkin mencari individu dengan kecekapan pengurusan keselamatan, kesihatan, dan alam sekitar untuk menjaga persekitaran kerja yang selamat dan mematuhi peraturan.

3. Pembuatan: Malaysia mempunyai sektor pembuatan yang pelbagai, termasuk elektronik, automotif, dan pemprosesan makanan. Syarikat-syarikat seperti Intel, Samsung, Proton, Perodua, dan Nestle Malaysia mungkin memerlukan individu dengan sijil pengurusan keselamatan, kesihatan, dan alam sekitar untuk memastikan keselamatan tempat kerja dan pematuhan terhadap peraturan alam sekitar.

4. Petrokimia: Industri petrokimia di Malaysia adalah penting, dengan syarikat-syarikat seperti Petronas Chemicals Group, BASF Malaysia dan Dow Chemical Malaysia beroperasi di negara ini. Syarikat-syarikat ini kerap memberi keutamaan kepada pengurusan keselamatan dan alam sekitar dan mungkin memerlukan individu dengan sijil-sijil yang berkaitan.

5. Utiliti: Syarikat-syarikat utiliti di Malaysia, termasuk syarikat-syarikat pengeluaran, penghantaran, dan pengedaran elektrik, mungkin memerlukan individu dengan sijil pengurusan keselamatan, kesihatan, dan alam sekitar. Syarikat-syarikat seperti Tenaga Nasional Berhad (TNB) dan Sarawak Energy Berhad (SEB) adalah contoh syarikat-syarikat utiliti di Malaysia.

Special Needs Education in Malaysia - World Autism Day

Special needs education in Malaysia has come a long way in recent years, with a greater emphasis being placed on inclusive education for all students, including those with special needs. One area of focus has been on Technical and Vocational Education and Training (TVET) courses, which are designed to provide students with the skills and knowledge necessary to succeed in a variety of vocational fields. In this article, we will explore some of the institutions in Malaysia that provide TVET courses for those above 16 years old, with a particular focus on those that cater to students with special needs.

Ministry of Education (MoE), via Sekolah Menengah Pendidikan Khas provides TVET courses in a variety of fields, including hospitality programs like food & beverage, housekeeping, culinary, bakery & pastry, ladies dressmaking, creative sewing, information technology, electrical, aquaculture, ruminant & poultry farming, landscaping, electrical, air cond etc. The MoE is committed to providing a supportive and inclusive learning environment for all students, including those with special needs, and offers a range of facilities and services to ensure that all students can access the education they need to succeed.

Another institution that provides TVET courses for students with special needs is the Malaysian Association for the Blind (MAB)’s Gurney Training Centre. They offer a range of courses in fields such as massage therapy, computer skills, office administration and Braille, and is committed to providing a safe and supportive environment for students with visual impairments. The Gurney Training Centre also works closely with employers to ensure that its graduates are able to find employment in their chosen fields.

Other institutions in Malaysia that provide vocational program for students with special needs include the National Autism Society of Malaysia (NASOM), which offers courses mainly in cooking and baking.

In conclusion, special needs education in Malaysia is evolving rapidly, with a greater emphasis being placed on inclusive education and TVET courses that provide students with the skills and knowledge necessary to succeed in a variety of vocational fields. Institutions such as the various Sekolah Menengah Pendidikan Khas, Gurney Training Centre, NASOM centres are leading the way in providing supportive and inclusive learning environments for students with special needs and are helping to ensure that all students in Malaysia have access to the education they need to succeed.

The government has also been providing incentives since 2008 and for the past 3 years, the monthly allowance is RM1,000/apprentice, to be given to the apprentice, training centre & the company/workplace.
