APA ITU NOSS?

Definisi NOSS

Singkatan daripada National Occupational Skills Standard (NOSS) atau Standard Kemahiran Pekerjaan Kebangsaan. NOSS adalah dokumen yang menggariskan ketrampilan yang diperlukan oleh seseorang pekerja mahir yang bekerja di Malaysia bagi sesuatu bidang dan tahap pekerjaan serta laluan untuk mencapai ketrampilan tersebut.

Ciri-Ciri Utama NOSS

  • Berasaskan keperluan pekerjaan.
  • Mengikut struktur kerjaya di dalam sesuatu bidang pekerjaan.
  • Disediakan oleh pakar industri dan pekerja mahir yang menjalankan pekerjaan.

KELEBIHAN DAN KEGUNAAN STANDARD KEMAHIRAN

Standard kemahiran memberi manfaat kepada semua pihak yang berkepentingan. Syarat umum: Pastikan anda ada pengalaman bekerja (min 2-3 tahun) dalam bidang yang anda ingin mohon, dengan adanya bukti ketrampilan.
Mungkin boleh baca dulu apa itu Sijil Kemahiran Malaysia (SKM) dan cara permohonan secara Pengiktirafan Pencapaian Terdahulu (PPT).

SAMBUTAN HARI PROFESION TEKNIKAL NEGARA 2019

Hari pertama Sambutan Hari Profesion Teknikal Negara (HPTN) 2019 telah berlangsung dengan jayanya di Pusat Konvensyen Telekom Malaysia, pada 3 Disember 2019.

Sambutan HPTN bertemakan ‘Profesion Bidang Teknikal Teras Kemakmuran Bersama’ buat julung kali itu sebagai tanda penghargaan dan pengiktirafan atas jasa disumbangkan profesion teknikal dalam landskap pembangunan negara.

Pelancaran Sambutan HPTN 2019 dimulakan dengan ucapan aluan oleh YB Tuan Baru Bian, dan seterusnya dirasmikan secara rakaman video oleh Perdana Menteri, Tun Dr Mahathir Mohamad.

Di dalam ucapannya beliau berkata, pekerja bidang teknikal perlu dilengkapkan dengan kemahiran terkini secara ‘upgrade’ dan ‘upscaling’ berdasarkan perkembangan teknologi dan keperluan industri masa hadapan. Menurut beliau lagi, ia selaras dengan perkembangan global terkini, khususnya Revolusi Industri 4.0 (IR4.0) berpaksikan kepada teknologi terkini yang menyasarkan persekitaran industri, ekonomi dan kehidupan lebih pantas, pintar dan dinamik.

Kejayaan sesebuah negara tidak akan dapat dicapai tanpa adanya sumber tenaga kerja terlatih, kompetitif dan mempunyai kepakaran dan keupayaan terkini. Beliau berkata, negara maju seperti Jepun, Amerika Syarikat dan Jerman menekankan pendidikan Sains, Teknologi, Kejuruteraan dan Matematik (STEM) serta Pendidikan dan Latihan Teknikal dan Vokasional (TVET) sebagai agenda utama pendidikan untuk menghasilkan lebih ramai profesion teknikal.

Katanya lagi, Malaysia juga tidak ketinggalan dalam memastikan STEM dan TVET diutamakan. Menurutnya, di negara maju profesion teknikal memberikan sumbangan besar kepada pembangunan negara, sebagai contoh tujuh daripada 10 syarikat terbesar negara di Jerman bernilai Euro 170 bilion adalah berasaskan teknikal seperti ICT, telekomunikasi dan automotif. Negara maju berkenaan sentiasa menekankan inovasi dan penghasilan teknologi terkini, sehingga menjadi antara negara paling banyak mendaftar paten antarabangsa.

Malaysian Skills 2.0 a wise and apt move — Sultan Nazrin

IPOH (Dec 3): The launching of the SkillsMalaysia 2.0: SKILL4ALL Towards New Collar Jobs programme, which is the initiative of the Human Resources Ministry, is a wise and timely move, said the Sultan of Perak Sultan Nazrin Shah.

He hoped the move pioneered by the ministry could fortify the development of the best human capital in Technical and Vocational Education and Training (TVET) in line with the challenges of technological changes, hike in global worker migration and world climatic changes.

“It is hoped that the effort can stabilise skills training to support industrial development and technological mastery and subsequently reduce national dependency on technology and skilled manpower from abroad,” he said in his speech at the launching of SkillsMalaysia 2.0: SKILL4ALL Towards New Collar Job at the Ipoh Industrial Training Institute here today.

He said current data proved that TVET graduates could more easily find jobs, when overall 92% of its graduates obtained employments, compared to 30,765 graduates or 59.9 graduates at the first degree level and upwards who had yet to find work a year after graduating.

He said this situation proved that there was a mismatch between the qualifications of the graduates produced by the Institutions of Higher Education with the skills needed by the industry and it must be rectified.

Realising this reality, Sultan Nazrin said the approach and training at TVET institutes should be engineered by introducing the best practices in management, drafting together and designing programmes and training deliveries.

He said focus must be given towards boosting the ability of independent learning with the approach depending on problem-based learning, project based learning and production based learning approaches.

“The learning of this new method will provide the exposure to the students on the real working world. The National Occupational Skills Standard which is the foundation of training curriculum development must be boosted in line with the development of digital technology,” he said.

In addition, Sultan Nazrin said TVET programmes must ensure that trainees were equipped with soft skills encompassing non-academic skills such as positive values, leadership, team work, communication and continuous learning.

He said the aspect of ethics and moral must mandatorily be made important components so that technocrats and skilled workers produced adhered to the principle of trustworthiness, integrity, sincerity, being anti-corruption and not abusing power.

Sultan Nazrin said the employment world would change significantly in the Fourth Industrial Revolution era including, among others, the automation technology minimising the involvement of humans in many job sectors.

He said a study by the World Bank together with agencies under the Human Resources Ministry, Talent Corp and the Institute of Labour Market Information and Analysis in 2018 revealed that 50% of jobs in Malaysia faced a high risk of being automated, while 25% more faced a moderate risk.

He said employers in the Fourth Industrial Revolution era would need workers who had holistic skills encompassing emotional intelligence, analytical thinking, active and wise in decision-making, able to think creatively and critically and had effective communication ability.

“Employments in the future require workers who have social interactive skills, artistic expression, collaborative attitude, empathy and intelligence,” said Sultan Nazrin.

On the term new collar jobs which was introduced by IBM chief executive officer Ginni Rometty at the end of 2016, Sultan Nazrin said it made effort to identify the new types of work that would exist a must.

“New types of technical jobs stress specifically on skills and no longer academic degrees which are general in nature to simultaneously show the tendency of demand for manpower by the industry currently will no longer depend on academic qualification but but more dependent on the skills possessed,” said Sultan Nazrin.

Education ministry signs partnership agreement with O&G players

PUTRAJAYA: The education ministry today signed a strategic partnership agreement with four oil and gas (O&G) companies to widen job prospects for polytechnic and community college graduates.

The partnership is an initiative to provide opportunities for graduates in the O&G field by bringing the four industry players into a focus group.

The companies are EEW Malaysia, Dynac Group, Malaysia Marine Heavy Engineering, and Brooke Dockyard and Engineering Works.

Speaking at the signing ceremony, Education Minister Maszlee Malik said this is the first focus group under the initiative.

He said that by grouping businesses into such groups, it would be possible to address issues specific to the industry, achieve greater efficiency and drive better synergy in the initiative.

“Having focus is indeed a critical factor for any success, especially when we are moving towards having an industry-led and industry-certified framework for technical and vocational education and training.

“If the accountancy profession has ACCA, CIMA, MICPA and others, I hope today’s TVET O&G cluster will lead to a similarly dedicated group that strives to make education and training in the industry world-class and forward-looking,” he said.

The signing ceremony at Putrajaya International Convention Centre was attended by Thorsten Petermann, managing director of EEW Malaysia; Jasman Bongkek, Dynac Group CEO; Mashitah Wan Abdullah Sani, managing director and CEO of Malaysia Marine and Heavy Engineering; and Tajul Ariff, head of KL Office Operation, Brooke Dockyard & Engineering Works.

Also present were Abdul Rahman Mohamed Shariff from the Industrial Secretariat, TVET Cabinet Empowerment Committee, and Mohammad Naim Yaakub, director of the Polytechnic and Community College Department.

Unirazak prepares students for 4IR

Universiti Tun Abdul Razak (Unirazak) is looking to offer new programmes to cater to the needs of the Industrial Revolution 4.0 (4IR).

Vice-Chancellor Professor Datin Dr Samsinar Md Sidin said it would introduce the new programmes to ensure that students were prepared for the industry’s demands.

She hoped that Unirazak would be the first private university to cater to the 4IR.

“We will offer programmes that prepare our graduates to be a future-ready generation, hence we are looking not just within Malaysia but also to what is happening around the world.

“It is not just about programmes, but also the teaching and learning techniques, as well as skills.

“In order to achieve that, we have to be dynamic in terms of how we do things and I hope Unirazak would be able to do that for their students, as well as for the nation,” she said at the university’s 19th convocation here.

A total of 215 graduates from faculties of Bank Rakyat School of Business and Entrepreneurship, Tun Abdul Razak School of Government and Graduate School of Business received their graduation scrolls.

The ceremony was officiated by Chancellor Tun Ahmad Sarji Abdul Hamid, who presented the scrolls to the graduates.

When asked if the university was prepared to embrace the Science, Technology, Engineering, Arts and Mathematics programme, Samsinar said Unirazak was working closely with industries to obtain new content to include in its curriculum.

“We want these industry experts to come and teach our students as they are willing to learn beyond their programmes.”

Ahmad Sarji, in his speech, said the Fourth Industrial Revolution had been changing the world. He said Artificial intelligence, robotics, Big Data and the Internet of Things would collectively impact jobs and industries in the future.

“Unirazak has developed an Education 4.0 experience for students through the Unirazak Online Experience, better known as UROX, that rides on the Canvas System.

“This was introduced this year to all students and faculty members with the objective to expand teaching and learning at the university,” he said.

ECRL project expects to employ 70 pct Malaysians from its 23,000 workers

KUALA LUMPUR: Malaysia Rail Link Sdn Bhd (MRL) and its Chinese partner China Communications Construction Company Ltd (CCC) will embark on a recruitment roadshow from December to tap local talents for the 640-km East Coast Rail Link (ECRL) project.

MRL, in a statement today, said the ECRL project seek to recruit professionals, skilled workers and general workers.

The construction of the rail infrastructure also offers job opportunities in various disciplines including engineering and construction, quality assurance and quality control (QA/QC), health, safety and environment (HSE), as well as commercial, public relations and administration.

“The recruitment roadshow is in line with ECRL’s role as a catalyst for economic equality between the west coast and east coast of the peninsula. Hence, we take this opportunity to highlight to Malaysians that there are ample job offers via the ECRL project which prioritises a local workforce.

“We also encourage Sijil Kemahiran Malaysia and Sijil Kompetensi Kemahiran certificate holders in the construction field to apply,” MRL added.

MRL chief executive officer Datuk Seri Darwis Abdul Razak said Malaysians in particular those with interest in the construction or railway industry could leverage on the recruitment roadshow to develop a career with ECRL project, adding that various positions including those for immediate hire would be appealing to fresh graduates, unemployed graduates or certificate holders among others.

“We will use various platforms including social media channels to reach out to professionals, skilled workers, and general workers in Malaysia to join the ECRL project that would enable them to embrace the most efficient construction methods and the latest rail technology from China,” he said.

Darwis said the ECRL project was optimistic of employing the optimum number of Malaysians that would help facilitate the completion of its rail network by end-2026, with 70 per cent of the 23,000 workers having been designated for Malaysians.

“This recruitment roadshow provides an avenue for local talents to truly understand the ECRL project’s scale and the vast job opportunities it presents. The ECRL project is set to create more jobs for the local community during project construction phase, and an additional 4,000 jobs during its operation and maintenance phase,” said CCC.

The company added: “Among our flagship initiative in developing and upskilling local talents is through the East Coast Rail Link Industrial Skills Training Programme (PLKI-ECRL), which will be resumed to benefit more than 5,000 talents in railway construction and railway operation and maintenance. We sincerely welcome more talents who have passion for railway work and would like to be part of Malaysia’s game-changing mega-project.”

The roadshow will first take place in areas positioned along the 223-km Dungun to Mentakab mainline as the project’s construction works to be expanded from 17 locations to 27 locations along the stretch by year-end would require adequate supply of manpower in the near term.

It will kickoff at the East Coast Mall in Kuantan, Pahang on December 5-8.

It will continue covering destinations along the ECRL rail network in the east coast states and the Klang Valley throughout 2020.

Human Resources Ministry mulls introduction of Tahfiz Skills Certificate (SKM)

SHAH ALAM, Nov 25 — The Ministry of Human Resources (KSM) plans to introduce the Tahfiz Malaysian Skills Certificate (SKM) in an effort to improve students’ academic performance.

Its Deputy Minister Datuk Mahfuz Omar said armed with this certificate, students in the tahfiz stream would have more job opportunities.

“Currently when the tahfiz students complete their studies, they will only obtain an educational certificate from the institution. However, with the Tahfiz SKM, they will be equipped with several other skills apart from the ability to memorise the Quran.

“So far, I have met over 70 tahfiz centre operators in Kedah and they seem to agree that the move will provide a brighter future for tahfiz students. I hope Kedah will be a pioneer in this endeavor,” he told reporters after launching the Cyber Security Modular Professional Certification Programme here today.

Also present was Malaysia Board of Technologists (MBOT) president Tan Sri Dr Ts. Ahmad Zaidee Laidin and the ministry’s secretary-general Datuk Amir Omar.

Mahfuz said efforts to introduce the Tahfiz SKM was akin to the objectives of having the technical and vocational education and training (TVET) programme, which was introduced earlier to enable the students to obtain TVET certificates.

“As such the first step (in the introduction of the Tahfiz SKM) is to upgrade the tahfiz centre management and for the teaching staff to attend similar courses adopting TVET teaching and management methods,” he said.

Earlier at the event, MBOT together with the Department of Skills Development (JPK) and CyberSecurity Malaysia held a strategic collaboration to develop the certification programme.

A total of 14 memorandums of understanding were exchanged between MBOT and representatives of institutes of higher learning, among them Perdana University, Taylor’s University, Institution of Civil Engineers, Centre of Applied Data Science and Open University Malaysia (OUM).
