Which Trainer Certificate?

The Malaysian training landscape offers a variety of trainer certificates, leaving aspiring trainers wondering which one holds the key to success. This article aims to demystify the options and help you choose the most suitable path for your career goals.

In-Demand Trainer Certificates:

While specific needs vary across industries, some trainer certificates are consistently sought-after in Malaysia:

A) National Competency Standard - Train The Trainer (NCS-TTT)

This certificate equips you with fundamental training and assessment skills, making it a broad and versatile option.

Train The Trainer Certification - NCS-TTT

It  is nationally recognized trainer certificate that allows you to be:

a) Qualified as an Assessor (Pegawai Penilai) for Modular@Micro-Credential programs in JPK Accredited centres (demand is getting higher with more centres offering Micro Credential programs) AND 

b) A HRDC Exempted TTT Trainer

You may apply for exemption of HRDC-TTT Exempted with your NCS-TTT certificate with just RM300 application fee. It opens doors to various opportunities in the Malaysian training landscape, particularly within the corporate sector.

Train the Trainer Certification - HRDCTTT exemption

This programme would enable you to:

1. Determine training requirement (Training Needs Analysis@TNA)
2. Design training course (Session Plan)
3. Conduct training (presentation skills)
4. Conduct training evaluation

B) Human Resource Development Corporation - Train-the-Trainer (HRDC-TTT)

If you aim to train within the corporate sector, this certificate caters specifically to the needs of this environment.

Trainer Certificate - HRDC-TTT
  • Conduct HRDF-claimable training programs: The HRDF (Human Resource Development Fund) is a government initiative that allows employers to utilize their levy contribution to train their employees. Trainers with HRDC-TTT certification are eligible to conduct training programs under HRDF schemes, making them valuable assets to companies seeking to upskill or reskill their workforce.
  • Offer independent corporate training services: If you possess entrepreneurial spirit, the HRDC-TTT certificate allows you to become a freelance trainer and offer your services indirectly (via approved HRD Training Provider) to companies seeking corporate training solutions.

C) Vocational Training Operation @ VTO

Vocational Training Operation (VTO) has always been the preferred skills trainer certificate by many in the skills industry, including but not limited to the cosmetology, automotive, IT, hospitality, office administration, early childhood etc.

It was high in demand due to it being a compulsory vocational trainer certification for the appointment as an Assessor@PP in ALL the JPK Accredited centres that offers skills@TVET courses, leading to a Malaysian Skills Certificate@Sijil Kemahiran Malaysia.

Trainer Certificate - VTO (Eng)

However, VTO NOSS has been phased out beginning July 2022. You also cannot apply for VTO skills trainer certificate any more via Recognition of Prior Learning@Pengiktirafan Pencapaian Terdahulu (PPT) with your years of technical training experience. 

Nevertheless, you can still attend VTO* course for now (last year). You need to attend a 6 mths, part time course followed by a 6 mths internship at a JPK Accredited training centre. 

Pre-requisite: Must have a SKM3 in any field.

*VTO certification is still recognised as a qualification for the appointment of Assessor@PP in JPK Accredited centre (Pusat Bertauliah SLaPB).

D) TVET Instruction @ TVETi

As we move on to a more digital era, especially post COVID, certain delivery of training are going digital. Hence, TVETi (Level 4) is an upgrade of VTO (Level 3) whereby 2 new Competency Units (CU) replaced some CU in VTO NOSS (refer to the table below (highlighted in red):
CU2 – WA 3&4 (WIM) and
CU4 – Digital Training Implementation 

If you still want to apply for a skills trainer certificate@TVET-i via the training experience method, you need to have the following: 

  1. More than 5 years of skills training experience
  2. Pass SPM BM & Sejarah (if taken post 2013)
  3. Performed ALL the Work Activities listed in the TVET Instruction (TVET-i) NOSS during your years of training experience (refer to the charts below)

If you do not fulfill the above requirement, the only choice you have is to attend the 1 year VTO course (part time) or TVET-i course full time (9 months in CIAST & it’s satellite campuses around Malaysia)

Do You Really Need VTO/TVET-i Trainer Certificate?

But then, more importantly, you need to ask yourself, do you really need VTO or TVET-i certificate?

Many may not know, in fact, been misled by unscrupulous consultants, that it’s actually unnecessary to have a VTO or TVET-i skills trainer certificate, unless you want to be an Assessor/Pegawai Penilai (PP)* in any JPK Accredited centre (Pusat Bertauliah SLaPB)

* You also need to pair with your SKM3/DKM & PP-PPD-PPB induction cert to be appointed as PP.

If you just plan to teach any programs without issuing SKM certificate via a JPK Accredited centre, it is NOT COMPULSORY to have VTO or TVET-i skills trainer certificate. I know the industry has been somewhat brainwashed to obtain the VTO and now probably TVET-i cert (and being charged exorbitantly, almost double of what the VTO accredited centres are charging!).

E) NDTS Trainer

Another trainer certificate that is needed within the Malaysian Skills Certification System is the trainer appointed at National Dual Training System training centres that conducts theoretical training only.

Choosing your Trainer Certificate

The best trainer certificate for you depends on your career aspirations and target audience:

  • For general training: NCS-TTT offers a broad foundation.
  • For corporate training: HRDC-TTT (which includes NCS-TTT, since it can be exempted) specializes in the corporate setting.
  • For vocational training:
    a) NCS-TTT for Modular@Micro Credential certification programs
    b) VTO or TVETi for SKM/DKM/DLKM certification programs
    c) NDTS Trainer for theoretical training in a NDTS setup.

Remember: When choosing your trainer certificate, consider your career goals, target audience and budget. Consult with training providers (preferably accredited by Jabatan Pembangunan Kemahiran (JPK) and/or registered with Human Resource Development Corporation (HRDC), like ISE Education Sdn Bhd) and industry professionals to gain further insights and make an informed decision.

Train the Trainer Course: How to Achieve Effective Training in Malaysia

Train The Trainer Course

Train The Trainer course (TTT) is well-known in Malaysia, with HRD Corp-TTT under the Human Resource Development Corporation (HRD Corp) being one of the most popular options.

However, you may not be aware there is also the NCS-TTT program under the Department of Skills Development (DSD) or more well known as Jabatan Pembangunan Kemahiran (JPK) and also OSH-TTT Competency Based Programme by National Institute of Occupational Safety and Health (NIOSH).

Here we will mainly discuss the differences between HRD Corp-TTT & NCS-TTT and highlight the benefits of the NCS-Train The Trainer course, including increased career opportunities and the ability to obtain two certificates by just attending one course.

1. HRD Corp-TTT

Trainer refers to a Professional Trainer certified or accredited by HRD Corp. Under the HRD Trainers Development Framework, Trainers will be categorised as follows:

TTT Certified Trainers

  • Trainers who successfully completed the 5 days HRD Train The Trainer course (TTT) and certified by lead trainers are recognised as TTT Certified Trainers.

TTT Exempted Trainers

  • Trainers who successfully obtained an exemption for the TTT course based on certification (eg NCS-TTT), qualification or experience are recognised as TTT Exempted Trainers.

HRD Corp Accredited Trainers

  • TTT Certified or TTT Exempted Trainers who have gone through accreditation by assessment process – evaluated and certified by HRD Corp appointed panels as competent and recognised as HRD Corp Accredited
  • TTT Certified or TTT Exempted Trainers who have gone through accreditation by activity process, certified competent based on 120 hours of training hours completed are recognised as HRD Corp Accredited Trainers.

As a HRD Corp Accredited Trainer, your training is claimable to HRD Corp Registered employer. The quality of a training programme not only depends on the training facilities, it is also highly dependent on the quality of trainers conducting the training. The implementation of HRD-TDF will create a pool of competent and skilled Trainer professionals. This will support the human capital development needs of the nation through better quality and more effective training delivery. The HRD Corp Accredited Trainer status would only be applicable within HRD Corp training landscape that covers various schemes offered by HRD Corp.

2. NCS-TTT

The NCS-004:2017 (TTT) is a National Competency Standard under the Department of Skills Development, Ministry of Human Resources. It falls under the National Skills Development Act 2006 (NASDA), and the certificate is awarded by the Department of Skills Development.

If you wish to be a trainer (or more specifically, Assessor for Modular programs; PP-M) in skill-based programs where your candidates can be certified with the Statements of Achievement (PC), you SHOULD have this Train the Trainer certificate.

Career and Business Opportunities

  • Increase your income as a trainer (Tenaga Pengajar-TP) or Assessor (Pegawai Penilai-PP) for Modular programs (PP-M) at private/public JPK accredited centers (such as Despark International College, SG Academy, Alpine Skills College, Vis Mechatronic College, Federation of Malaysian Skills Development Centres (PSDC, PESDC, SHRDC etc), Vocational Colleges, Polytechnics etc).
  • Also can be a trainer conducting HRD Corp claimable programmes (must obtain the HRD Corp-TTT exemption certificate first).
  • Expand business opportunities, such as bidding for teaching projects at government agencies, which generally require government-recognized train the trainer course certificates.
  • Give students confidence that you are a certified trainer.
  • Establish an accredited JPK Center for specific skills (Modular@Micro Credential programs), where the  Assessor (PP-M) needs to have a NCS-TTT certificate.

Advantages of NCS-TTT vs. HRD Corp-TTT

The main difference between the two is that with NCS-TTT, you do not need to take HRD Corp-Train the Trainer Course again; you are exempted from attending the course.

If you have the NCS – TTT cert, you can apply to get exemption for HRD Corp – TTT but not vice versa.

That’s the advantage of the National Competency Standard – Train The Trainer course (NCS-TTT) – invest in the course once only (RM2,800) and you can apply for HRD Corp-TTT exemption (RM300).
At the end of the day, you will get two certificates (NCS-TTT & HRD Corp-TTT cert of exemption).

  • Jurulatih yang berjaya menamatkan kursus persijilan 5 hari HRD Train-The-Trainer (TTT) dan diperakui oleh jurulatih utama diiktiraf sebagai Pelatih Terakreditasi TTT.

Jurulatih Dikecualikan TTT

  • Jurulatih yang berjaya memperoleh pengecualian untuk kursus TTT berdasarkan pensijilan, kelayakan atau pengalaman diiktiraf sebagai Jurulatih Dikecualikan TTT.

Jurulatih Terakreditasi HRD Corp

2. NCS-TTT

NCS-004:2017 (TTT) merupakan Standard Kompetensi Kebangsaan di bawah Jabatan Pembangunan Kemahiran (JPK), Kementerian Sumber Manusia (KSM). Ia adalah di bawah Akta Pembangunan  Kemahiran Kebangsaan 2006 (NASDA). JPK menganugerahkan sijil NCS-004:2017.

Sekiranya anda ingin jadi pengajar (ataupun lebih tepat Pegawai Penilai Modular, PP-Modular) bidang kemahiran yang bersiijlkan Penyata Pencapaian (PC), anda WAJIB ada sijil Latihan Tenaga Pengajar ini.

Kelebihan NCS-TTT vs HRDC-TTT

Perbezaan utama antara kedua-duanya ialah dengan NCS-TTT, anda tidak perlu mengikuti kursus HRD Corp-TTT lagi; anda boleh mohon untuk dapatkan sijil pengecualian HRD Corp-TTT dengan bayaran RM300 sahaja.

Jika anda mempunyai sijil NCS – TTT, anda boleh mohon (dengan bayaran RM300) untuk dapatkan pengecualian sijil HRD Corp – TTT tetapi bukan sebaliknya.

What is TVET?

TVET program, TVET Malaysia, TVET Mara, TVET centre …. these are the common terms that we hear & see in the media. So before we go further, let’s understand TVET meaning.

TVET stands for Technical and Vocational Education and Training. According to UNESCO’s definition, technical and vocational education is used as a comprehensive term referring to those aspects of the educational process involving, in addition to general education, the study of technologies and related sciences, and the acquisition of practical skills, attitudes, understanding and knowledge relating to occupations in various sectors of economic and social life.

It includes formal and informal learning that prepare young people with the knowledge and skills required in the working world, with major emphasis on industry practices.

The scope of TVET should be based on the Occupational Standards such as the National Occupational Skills Standards (NOSS), with an emphasis on practical components, psychomotor skills and exposure to training in industry.

TVET is not something new in Malaysia. Only that TVET is often misunderstood as a second option and is only eligible for individuals who are less outstanding in terms of academic achievement. In fact, the stigma has become obsolete because now TVET graduates are getting more and more attention from employers.

TVET in Malaysia was given a new lease of life on 27 Sept 2017 with the launch (and branding) of TVET Malaysia by the former Prime Minister, YAB Dato’s Sri Mohd Najib b Abdul Razak to change the parents’ negative perception on TVET skills. This stigma is common given that many of us has been placing more emphasis on academics all this while.

TVET in Malaysia

1. TVET in Malaysia - pathway to further education

Contrary to misconceptions, TVET doesn’t limit your educational journey. Many graduates use their qualifications as stepping stones to pursue higher education, enrolling in universities or specialized programs to further refine their skills and expertise.

Generally, there are two streams that offer certificates/diplomas accredited by Malaysian Qualification Agency (MQA)

1. If you are a SPM graduate, you also  have the opportunity to further your study, either  Certificate or Diploma, in a highly skilled TVET program. Institutions that offer TVET in Malaysia are such as Polytechnics, Community Colleges and Vocational Colleges and Technical Institutes (pre SPM).

2. If you are not so academically inclined but loves to do things hands-on, it does not matter whether you’re a PT3 or non-SPM leaver. 

You can also learn TVET program / TVET courses at:   
a) Government OR
b) Private
TVET institutions OR
c) SLDN/NDTS training centres & companies (apprenticeship scheme)

All these offers Sijil Kemahiran Malaysia, Diploma Kemahiran Malaysia or Diploma Lanjutan Kemahiran Malaysia. 

SKM setaraf SPM atau lebih tinggi - MQF

School leavers, with or without SPM, can acquire a TVET qualification from various providers or institutions in all the three sectors. The qualifications offered range from certificate, diploma, advanced diploma Bachelor’s & Masters degree up to Doctorate levels.

Qualifications from the skills sector are awarded by the Department for Skills Development (Jabatan Pembangunan Kemahiran), Ministry of Human Resources. This pathway is available for you whether you have or don’t have SPM qualification.

If you have completed Form 3 (PT3), you have the option of pursuing the skills training pathway (at either public or private skills training institutes) that leads to 5 levels of skills qualifications within the skills sector. 

  • Malaysian Skills Certificate (SKM) Level 1
  • Malaysian Skills Certificate (SKM) Level 2
  • Malaysian Skills Certificate (SKM) Level 3
  • Malaysian Skills Diploma (DKM) Level 4
  • Malaysian Advanced Skills Diploma (DLKM) Level 5

Qualifications from the Technical & Vocational sector (Vocational Colleges, Technical Secondary Schools) is mainly awarded by the Ministry of Education.

Upon completion of primary school education, UPSR (Standard 6), you can opt to pursue Junior Vocation Education or Pendidikan Asas Vokasional (PAV) at government schools.

After completing  Form 3, you may also pursue a 4-year vocational education program at MOE’s Kolej Vokasional that leads to the award of Diploma Vokasional Malaysia, DVM. The DVM program at Kolej Vokasional is also open to PAV graduates.

Last but not least, the Higher Education Sector (Polytechnics, Community Colleges & Technical Universities@MTUN is overseen by Ministry of Higher Education.

2. TVET Program/Courses - General Entrance Requirements

You are interested to pursue a TVET program? Let’s see what are the general entrance requirements:

Skills Sector

  • Above 16 years old.
  • Malaysian. If you’re a foreigner, you can still register for a TVET program at a JPK International Accredited Centre (however, it’s very limited)
  • Must be healthy, no physical defects or injuries or historical illness or any illness that limits, restricts or cause difficulty in carrying out practical work during the course.
  • Must not be colour blind.
  • Has basic reading, writing  and counting skills.
  • Free from any mental problem.
  • Passionate in the chosen TVET program 

Technical & Vocational Sector

  • Malaysian
  • Student of Government Secondary Schools or  Government Aided Secondary Schools under Ministry of Education.
  • Must be healthy, no physical defects or injuries or historical illness or any illness that limits, restricts or cause difficulty in carrying out practical work during the course.
  • Must not be colour blind.

Higher Education Sector

  • Malaysian
  • Have SPM or it’s equivalent
  • Pass Bahasa Melayu
  • Pass history (SPM 2013 and beyond)
  • Min three (3) credits in any subjects (Additional requirement for Diploma)
  • Not color blind or has any physical disabilities that can  cause difficulty in carrying out practical work.

3. Strong Employability Prospects

Many of us who are not aware that the TVET field provides many job opportunities with some providing relatively lucrative salaries.
Based on the tracer study of Malaysian TVET graduates, the marketability of skills graduates is higher compared to university graduates (academic diploma/degree/masters/PhD)

As a developing country, TVET graduates have lucrative opportunity as the country needs many skilled manpower in the industry. Most TVET institutions, on the other hand, offer skills that are indeed in demand by many companies today.

These skills not enable you to get a job easier, it can also open up opportunities for yourself to create new job opportunities with existing skills. TVET graduates also have the opportunity to become entrepreneurs with additional existing skills.

1. Apakah Maksud VTO?

VTO adalah singkatan Vocational Training Operation @ Operasi Latihan Vokasional. Kursus VTO adalah untuk melatih pelajar dalam teknik mengajar bidang kemahiran dimana pelajar akan didedahkan dengan latihan pembangunan WIM (bahan pengajaran dan pembelajaran), teknik mengajar bidang kemahiran, pembangunan soalan teori dan amali dan lain-lain.

2. Siapa yang patut mengambil Sijil VTO ?

Individu yang berminat untuk menjadi pegawai penilai (WAJIB) / tenaga pengajar / cikgu / pensyarah di pusat latihan kemahiran swasta dan kerajaan yang menawarkan Sijil Kemahiran Malaysia (SKM) dan Diploma Kemahiran Malaysia (DKM).

3. Kelebihan Sijil VTO?

1. Sijil VTO diwajibkan mengikut Akta 652 kepada mana-mana individu yang ingin menjadi Pegawai Penilai (tenaga pengajar / cikgu / pensyarah) di pusat latihan kemahiran swasta dan kerajaan yang menjalankan Sijil Kemahiran Malaysia (SKM) dan Diploma Kemahiran Malaysia (DKM)

2. Melayakkan anda menjadi Pegawai Penilai (PP) program Modular ataupun SKK (Standard Ketrampilan Kebangsaan), tak perlu bazir duit untuk bayar RM2,500-2,800 lagi untuk sijil NCS TTT (NCS-004:2017).

3. Layak diberi pengecualian untuk sijil Train The Trainer HRDF/PSMB
Sijil Train The Trainer (TTT) dari PSMB/HRDF diperlukan untuk mengajar kursus jangka pendek/korporat di bawah program PSMB. Yuran Kursus TTT adalah sebanyak RM2,500-2,800. Mereka yang memiliki Sijil VTO mendapat pengecualian mengikuti Kursus HRDF TTT dan hanya perlu membuat bayaran RM300 (jimat RM2,200-2,500) bagi mohon sijil pengecualian HRDF TTT.

4. Peluang pekerjaan sebagai tenaga pengajar lebih tinggi
Tenaga pengajar TIDAK WAJIB untuk miliki sijil VTO tetapi sijil VTO meningkatkan peluang diambil sebagai pengajar sepenuh atau separa masa di kolej kemahiran kerajaan dan swasta. Ilmu serta teknik mengajar bidang kemahiran yang dipelajari juga membantu anda menjadi pengajar yang lebih mantap.

GOALS

  • Increase TVET certificate holders from 79,200 to 144,000, which will result in 40% of the 360,000 students per annum. 
  • Transform unskilled labour contribution of the labour force into skilled labour contribution of the labour force by reducing the current unskilled labour from 225,600 i.e. 62.8% of all students per annum to 36,000 i.e. 10% of all students per annum. 
  • Create opportunities for students and adult learners to acquire skills, knowledge and values for employability and lifelong learning. 
  • Develop and continuously revise training standards, skills training and the certification system.

ACTION PLAN

1. Rebrand TVET to be an attractive learning choice by producing a dedicated brand guideline.

2. Enhance the quality of programmes to improve graduate and foreign employability, by enabling industry professionals to lead curriculum development.

3. Implement 0% Corporate tax and 0% VAT on TVET education. Corporate tax and VAT rates to be guaranteed for the next 25 years to aid building private TVET universities.

4. Introduce new TVET courses after evaluating those available in India, Germany and Malaysia to match job market demand.

5. Build a fully equipped TVET Centre in each district, with qualified lecturers for all NVQ certification levels, to increase TVET certificate holders from 79,200 to 144,000 which will result in 40% of the total 360,000 students per annum.

6. Upgrade existing technical education centres in collaboration with world-class institutions.

7. Introduce short courses in the TVET curriculum based on 4 hours, 6 hours, 12 hours, 20 hours, one day, one week and one month.

8. Introduce additional TVET courses in logistics stream catering to the job market demand. 

9. Increase the number of TVET courses available for women. 

a. Courses in office management, computer operator, programming assistant, tour and travel assistant, etc. 

b. In addition, introduce short courses (1 to 2 weeks) in hair care, facials, nail art and sewing garments.

10. Introduce ‘Train the Trainer’ courses for TVET instructors to enhance their skills.

11. Ensure availability of free online language courses to all citizens.

12. Implement an online skill assessment portal for individuals to assess their current skill levels and to identify areas for improvement. 

13. Implement a job bank where unemployed citizens are geo-tagged and directed to jobs matching their skills. This would also monitor new students until they have been employed. 

14. Initiate a dedicated plan on district-wise job creation. 

a. Tourism related jobs. Training courses for tour guides, retail, homestay operations, beach club operations, bartenders, waiters and receptionists, etc. 

b. Hotel sector job creation through online hospitality courses. 

c. Training videos for homestay hotel operators. 

d. Nursing training courses. 

e. Provide funds to conduct courses on handloom, traditional crafts and handicrafts, etc.

15. Launch a dedicated website for TVET students with information on: 

a. Technical colleges available in the area. 

b. Courses available based on location. 

c. Career guidance. 

d. Job availability in the area. 

e. Video-based TVET course learning. 

f. Video-based personal and soft-skill development with grooming tips.

16. Increase intake of students in nursing colleges.
