Cabaran Belajar Secara Online – Cadangan Mengatasinya

Pembelajaran online

Pembelajaran online mula digunakan seiring dengan perkembangan internet. Istilah pembelajaran online sering dikaitkan dengan istilah-istilah seperti e-pembelajaran (e-learning), pembelajaran jarak jauh (PJJ) dan sebagainya. Pembelajaran online adalah sama seperti pembelajaran biasa yang melibatkan komunikasi antara tenaga pengajar dengan pelajar tetapi yang membezakannya ialah mereka tidak bertemu secara bersemuka malah bertemu melalui ruang maya. Selain itu, penilaian dan pemantauan oleh tenaga pengajar juga dilakukan seperti pembelajaran biasa.

Susulan dari penularan wabak Covid-19 pada masa kini, pembelajaran online kini diperluaskan dan kebanyakkannya (dari Institut Pengajian Tinggi ke Institut Latihan Kemahiran) sehingga penghujung tahun 2020 ini.  Namun begitu, terdapat beberapa cabaran dalam mengaplikasikan pembelajaran online ini.

1.      Capaian kepada kemudahan internet

Program perisian dan sambungan ke internet adalah aspek yang paling penting dalam kelas dalam talian ini. Pelajar perlu membeli perisian terkini untuk mengakses program dalam talian mereka, atau membayar tambahan untuk menaik taraf ke internet berkelajuan tinggi. Ini mungkin menyukarkan pelajar yang kurang berkemampuan untuk belajar secara berkesan kerana kekurangan kemudahan akses internet berbanding dengan mereka yang mampu membeli segala perisian serta internet berkelajuan tinggi.

2.      Tiada kemudahan komputer/telefon bimbit

Bagi pelajar yang kurang berkemampuan, yang tiada kemudahan gajet ini pasti menyukarkan mereka untuk mengikuti segala pembelajaran dalam talian yang diusahakan oleh para pengajar dan seterusnya akan menyebabkannya ketinggalan berbanding rakan-rakan yang lain.

3.      Suasana pembelajaran yang tidak kondusif untuk belajar. 

Bagi pelajar yang kurang berkemampuan pasti menghadapi masalah ini apabila melaksanakan tugasan dari rumah.  Masalah ini meliputi suasana persekitaran yang bising, tempat yang sempit serta tiada meja dan kerusi yang sesuai.

Cabaran pembelajaran online - tidak kondusif

Cadangan untuk 1-3: Semua pelajar patut diberi pilihan untuk pulang ke kampus dan bukannya cuma 5 kategori pelajar yang dibenarkan (termasuk pelajar tahun akhir atau pelajar penyelidikan).
Ataupun Kementerian Pendidikan dan Kementerian Sumber Manusia bantu dari segi pemberian/subsidi komputer/gajet yang diperlukan untuk pembelajaran efektif (cara ini tak begitu praktikal kerana ia makan belanja kerajaan yang banyak)

4.      Keberkesanan pembelajaran          

i) Pembelajaran online juga tidak mendisiplin pelajar dan bersikap sambil lewa kerana pembelajaran adalah mengikut kesesuaian masa mereka.
ii)  Ada sesetengah pembelajaran melalui online adalah sehala, tanpa penceramah tetapi melalui LMS seperti Open Learning. 
Ini menyebabkan calon tidak dapat tanya soalan sekiranya tidak faham. Juga, ada juga calon yang gagal penilaian kerana tidak menghantar soalan penilaian, walaupun calon ingat dah hantar (tak dapat sahkan kerana tiada sesiapa yg boleh hubungi semasa penilaian) 
iii) Komunikasi juga tidak berkesan semasa pembentangan online kerana mungkin kelajuan internet tidak begitu memuaskan.

Cadangan:
i) Pengajar perlu tegas dalam menetapkan masa pembelajaran online.
Contohnya kursus induksi melalui penganjur berdaftar adalah lebih berkesan berbanding Open Learning kerana tarikh & masa telah ditetapkan (2 hari, 8.30-5.30pm), berbanding dengan Open Learning yang memberi masa 4 hari, tak kira masa. Maka ada calon yang mungkin terlupa atau tidak fokus/tiada disiplin kerana cuma belajar sendiri.

ii) Calon patut pilih kursus yang dilaksanakan secara ‘bersemuka online’@ada penceramah atau hybrid, BUKANNYA cuma melalui LMS di mana pembelajaran adalah sehala. Calon bukan sahaja lebih faham topik yang diajar kerana dapat bertanya sekiranya tidak faham sangat tetapi tidaklah perlu ulangi kursus & penilaian sekali akibat gagal penilaian kursus.
Contoh yang sangat baik adalah pembelajaran kursus induksi PP-PPD-PPB dengan CIAST melalui platform Open Learning menghadapi % kegagalan yang agak tinggi, >50% setiap kali. Ini jauh berbeza dengan rekod pencapaian calon yang berkursus dengan penganjuran yang bersemuka secara online dengan penceramah, dimana % kelulusan setinggi 100%* pada kebanyakkan masanya.

iii) Pembentangan juga boleh dirakam melalui video terdahulu dan dihantar kepada pengajar kerana ia lebih berkesan.

5.      Penyalahgunaan Internet

Oleh kerana pembelajaran maya adalah berasaskan penggunaan internet, maka para pelajar akan terdedah dengan berbagai-bagai maklumat yang benar dan tidak benar, yang baik dan tidak baik yang disampaikan melalui internet.  Tidak dinafikan terdapat begitu banyak maklumat yang baik dan positif yang boleh dimanfaatkan oleh pelajar dalam meningkatkan ilmu dan pengetahuan mereka.  Namun demikian terdapat banyak perkara yang boleh melalaikan dan menyeronokkan terutamanya kepada golongan muda.  Diantaranya ialah permain games yang berbagai bentuk dan boleh dimuat turun secara percuma, juga online chatting yang membincangkan perkara-perkara yang tidak berfaedah seperti gossip, hiburan dan sebagainya.  Sekiranya para pelajar terlalu asyik dengan internet atau ketagihan internet, ia akan memberi kesan yang tidak baik terhadap hubungan sosial di dalam masyarakat.

Cadangan: 1. Senaraikan perkara yang anda suka buat tetapi tidak dapat buat kerana masa tidak cukup kerana ketagihan internet.
2. Sediakan jadual pembelajaran serta masa berhibur (tak kira media sosial ataupun games) dan disiplinkan diri untuk mengikutinya.
3. Guna external stopper seperti jam loceng atau aplikasi@app tertentu yang akan menutup akses internet anda pada masa yang telah ditentukan.
4. Jauhi dari sebarang laman web, media sosial, aplikasi@app ataupun games tertentu yang anda tahu sudah menjadi tabiat anda.
5. Guna kad peringatan atau sticky note dan letak di tempat berdekatan/depan komputer/talian bimbit anda.
Mesej seperti: Saya tidak dapat main bola (sukan yang anda suka) sekiranya saya main PUBG online game melebihi xx jam.
6. Bersenam dapat menjadikan anda sihat, menaikkan mood anda, meningkatkan keyakinan diri, tidur lebih baik dsbgnya. Dengan banyak kelebihan ini, pasti anda tidak ingin terlepas dari bersenam kan? Ia dapat mengurangkan ketagihan internet anda.

Cabaran pengajaran online - pengajar

1.      Kepakaran tenaga pengajar menggunakan peralatan teknologi dan inovasi.

Dalam dunia yang serba moden ini, perkembangan teknologi sememangnya berkembang dengan pesatnya.  Justeru itu, pengajar perlu mengusai kaedah terbaik bagi penggunaan teknologi agar sesi pengajaran dan pembelajaran dapat sampai dengan berkesan kepada para pelajar. Namun, ia juga bergantung kepada infrastruktur Institusi Pendidikan/Kemahiran yang terlibat.

Contohnya, Universiti Tun Abdul Razak @ Unirazak adalah Universiti pertama di Malaysia yang melabur dan integrasikan Canvas* LMS dalam UNIRAZAK Online Experience @ platform UROX pada tahun 2018.
* Canvas adalah global leader in Learning Management Systems@LMS, di mana ia digunakan di lebih dari 3,000 buah universiti dan institusi di seluruh dunia.

2.      Capaian kepada kemudahan internet

Program perisian dan sambungan ke internet adalah aspek yang paling penting dalam kelas dalam talian ini. Pengajar perlu membeli perisian terkini untuk mengakses program dalam talian mereka, atau membayar tambahan untuk menaik taraf ke internet berkelajuan tinggi.  Mungkin, terdapat gangguan talian internet semasa pengajaran sedang dilakukan seterusnya menggangu proses penyampaian maklumat kepada para pelajar.

3.      Suasana pembelajaran yang tidak kondusif untuk mengajar

Seperti sedia maklum, para pengajar pasti menghadapi masalah ini apabila melaksanakan tugasan dari rumah.  Masalah ini meliputi suasana persekitaran yang bising, tempat yang sempit serta tiada meja dan kerusi yang sesuai.

Cabaran ini boleh dikatakan sudah tiada memandangkan rata-ratanya pengajar sudah boleh balik ke institusi masing-masing yang sepatutnya ada persekitaran yang kondusif.

4.      Pengajar terpaksa mengurus anak-anak di rumah

Bagi pengajar yang telah berkeluarga pula, terutama yang mempunyai anak kecil, pasti sedikit kesukaran apabila terpaksa mengurus anak-anak sambil mengajar.  Mereka perlu membuat jadual pengurusan yang betul agar sesi pengajaran berjalan lancar tanpa gangguan.

Cabaran ini juga rata-ratanya sudah dapat diatasi mulai 1hb Julai 2020, kecuali masih ada lagi yang bimbang untuk hantar anaknya ke prasekolah & tadika dan ibu bapa terpaksa bergilir-gilir jaga anak di rumah.

5.      Keberkesanan penyampaian dan pengajaran

Pembelajaran dan pengajaran secara online juga tidak mendisiplin pelajar dan bersikap sambil lewa kerana pembelajaran adalah mengikut kesesuaian masa mereka. Seterusnya, tenaga pengajar tidak akan tahu akan kemampuan para pelajarnya kerana tidak bersemuka dan berbincang secara perseorangan. Juga, pengajaran program kemahiran@TVET adalah terhad kerana cuma 30% sahaja adalah teori sementara selebihnya memerlukan demo, membetulkan teknik pelajar mengendalikan sesuatu peralatan atau subjek (contohnya urutan).

Cadangan: Mungkin sesetengah subjek boleh menggunakan teknologi AR (Augmented Reality) dan/atau VR (Virtual Reality) untuk menyampaikan pengajaran dengan lebih berkesan dan menarik. Namun, kos pelaksanaannya mungkin diluar kemampuan kebanyakkan institusi Pendidikan/kemahiran.

Cara penyelesaian yang seimbang

Anda kena seimbangkan dan menyesuaikan diri dengan cara pembelajaran norma baru ini. Pada pendapat saya, pembelajaran campuran (blended learning) patut diberi perhatian kerana ia membawa kelebihan pembelajaran online serta bersemuka.

1. Pelbagai Kursus Induksi JPK sekarang boleh dilaksanakan secara online, dengan penceramah dari JPK dan juga CIAST.  Ia kerap dianjur oleh penganjur paling lama di Malaysia, I Smart Educare@ISE Education Sdn Bhd.                        Daftar Bengkel SKM-PPT

Cara ini adalah jauh lebih berkesan daripada pembelajaran online sehala -CIAST(SECARA DALAM TALIAN) yang tiada penceramah. 

Ini terbukti dengan peratusan yang lulus bagi mereka yang mengikuti kursus melalui cara kedua, tanpa penceramah. Manalah tidak, faham tak faham, tiada siapa boleh tanya. Macam mana nak lulus periksa kalau tak faham?

Jadi, pembelajaran online sehala adalah tidak efektif, bukan sahaja tak begitu faham tetapi amat membazir masa untuk mengulangi kursus induksi sekali lagi dan kos peluang@opportunity cost mungkin agak besar (lambat dapat pentauliahan personel, pusat dsbgnya)

2. Program URise menggunakan sistem Canvas LMS @ UROX di Universiti Tun Abdul Razak@Unirazak yang diperkayakan dengan kelas bersemuka bulanan pada hujung minggu memberi peluang kepada pemegang (yang dah ada pengalaman kerja):

  • Sijil Kemahiran Malaysia/Sijil Vokasional Malaysia dan setara;
  • Diploma Kemahiran Malaysia/Diploma Vokasional Malaysia dan setara;
  • Sijil TVET lain seperti Kolej Komuniti dan Politeknik
  • Pekerja industri teknikal yang berpengalaman tetapi tidak bersijil

untuk memperolehi Diploma Profesional & Ijazah Eksekutif dalam masa yang singkat serta pembelajaran yang fleksibel.

Sebenarnya, Ts. adalah abbreviation atau singkatan kepada Professional Technologist dan Tc. adalah singkatan kepada Certified Technician. Boleh juga yg letakkan singkatan P.Tech atau C. Tech. di belakang nama.

Jom kita tengok serba sedikit mengenai Ts. & Tc. Pendapat kami ini hanya bertujuan untuk berkongsi info kepada yg mungkin berminat untuk mengambil Ts. & Tc. Tidak ada paksaan, ia mungkin mempunyai kelebihan kepada sesetengah orang dan mungkin juga kekangan kepada yg lain. Artikel ini bukan untuk membandingkan antara MBOT vs. BEM atau Ts. vs. Ir. Masing- masing adalah entiti yang berbeza dan mempunyai kelebihan tersendiri.

Apa itu MBOT?

MBOT adalah Malaysia Board of Technologist, salah satu badan professional yg ditubuhkan oleh kerajaan sama seperti badan professional yang lain seperti BEM (Board of Engineer), LAM (Lembaga Arkitek Malaysia), Lembaga Jurukur Malaysia dan sebagainya.

Idea penubuhannya bermula pada Rancangan Malaysia RMK-10 (2011-2015). Pada Ketika itu di Malaysia, hanya 10% pelajar sahaja yg mendaftar dalam upper level secondary TVET, jauh daripada negara OECD (negara maju/membangun) yang mana pendaftarannya sebanyak 44%.

Jadi pihak kerajaan menubuhkan MBOT pada tahun 2015 dengan objektif untuk meluaskan access kepada kualiti tinggi Technical & Vocational Education Training (TVET) dan menukar Malaysia kepada negara berpendapatan tinggi.
Sebelum ini MBOT adalah agensi dibawah MESTECC dan sekarang ini telah diletakkan dibawah MOHR (Human Resource) yang adanya agensi seperti DOSH, JPK dan lain-lain.

Apakah fungsi MBOT? Bukan dah ada BEM?

Seperti yang kita tahu, BEM adalah badan untuk mengawal selia kerja-kerja Kejuruteraan bagi Graduate Engineer, Professional Engineer, Inspector of Works (IOW) sehinggalah kepada badan yang menyediakan khidmat kujuruteraan (checker, ECP, etc).

Manakala MBOT pula adalah untuk kumpulan Technologist and Technician. Misi MBOT adalah untuk meningkatkan kedudukan, visibility dan juga pengiktirafan kepada Technologist & Technician sebagai bidang professional sama seperti Ir. (Professional Engineer). MBOT mengambil rujukan daripada Canadian Council of Technician & Technologist tetapi diubah untuk memenuhi keperluan tempatan.

Apa beza Engineer, Technologist, Technician?

Secara ringkasnya, ia mempunyai perbezaan asas iaitu:
(a) Engineer (Ir./PE) – Kebanyakannya (tidak semua) akan fokus kepada pengaplikasian matematik, teori dan sains iaitu berkonsep dan berorientasikan rekaan (conceptual dan design oriented)
(b) Technologist – akan mentafsir idea, konsep dan rekaan Ir. tadi kepada yang sebenar, lebih hands on atau berorientasikan aplikasi fizikal.
Contohnya terlibat dalam proses pengilangan atau menguji produk atau proses.
(c) Technician – Fokus kepada pelaksanaan kerja – akan membuat kerja-kerja yang telah direka oleh PE atau membuat kerja-kerja yang ditetapkan dalam SOP yg dibuat oleh Ts.

Contoh bidang Inspection & NDT – New Construction of Pressure Vessel (PV).
Jurutera akan terlibat dalam fasa FEED (Front End Engineering Design), CDBM (Corrosion Design Basis Memorandum) sehinggalah kepada pengiraan rekaan PV dengan menggunakan manual atau perisian seperti PV Elite.

Bila mereka, lukisan dah siap, Ts. akan mentafsir lukisan tadi.
Contohnya mereka akan terlibat dalam proses menentukan proses pengilangan yg sesuai (rolling, head forming), proses welding, testing dan sebagainya. Dalam proses ini, Ts. mungkin perlu membuat keputusan untuk memilih teknologi yang sesuai digunakan contohnya NDT kaedah PAUT menggantikan RT dan lain-lain lagi.

Certified Technician pula akan melaksanakan tugasan yang diperlukan seperti membuat kerja-kerja rolling, forming, welding, NDT dan sebagainya.

Tidak dinafikan, ramai juga Engineer yang membuat kerja-kerja Technologist atau Technician di atas. Jadi kita berilah masa kepada MBOT untuk mengembangkan Ts. dan Tc. supaya mempunyai skop kerja yang lebih spesifik .

Kami percaya yang Engineer, Technologist dan Technician perlu saling melengkapi antara satu sama lain. Mereka harus bekerjasama dalam ekosistem rantaian professional untuk meningkatkan nilai kejuruteraan dan teknologi di Malaysia.

Bidang teknologi apa yg ada dibawah MBOT?

Pada masa ini, terdapat 23 bidang teknologi dan teknikal. Khususnya kepada yang berkerja dalam bidang Inspection, NDT, Welding, Lab Testing atau yang berkaitan, kami menyarankan anda memilih bidang Manufacturing & Industrial Technology (ME). Tetapi boleh juga memilih bidang Oil & Gas (Upstream, Downstream, Refining, Petrochemical dan sebagainya).

Contoh teknologi dalam Inspection, Welding & NDT:
a) RBI – Risk Based Inspection replace time based inspection (dari 15 bulan ke 3 tahun ke 6 tahun di SSI)
b) Drone atau Videoscope boleh menggantikan pemeriksaan visual manual.
c) Semiauto atau Automatic Welding manual – cth tube to tubesheet
d) NDT – UTTM high temp probe, C-Scan corrosion mapping, TOFD, PAUT, ECT Weld support MPI, ECT Tube dan bermacam- macam lagi teknologi yang ada.

Adakah wajib untuk kita berdaftar dengan MBOT?

Seperti kita sedia maklum, sebarang perkerjaan yang mempunyai gelaran “Engineer” atau berkaitan kejuruteraan, contohnya QA/QC Engineer, Project Engineer, NDT Engineer, Inspection Engineer, seseorang itu wajib berdafatar dengan BEM seperti dinyatakan dalam Akta Registration of Engineer (REA 2015) samada Graduate Engineer atau Professional Engineer. Tetapi ramai yang masih tak berdafatar kan. Jika didapati bersalah anda boleh didenda tidak melebihi RM 10,000 ataupun dipenjara tidak melebihi 1 tahun atau kedua-duanya sekali.

Untuk Ts. & Tc., apa yang kami nampak Akta yang ada sekarang (Akta 768) masih tidak lagi mewajibkan pendaftaran Technologist atau Technician dengan MBOT, ianya masih bersifat sukarela. Kita mengharapkan MBOT akan meluaskan lagi bidang kuasanya pada masa datang.

Macam mana nak daftar Ts. & Tc. ni?

Ia bukannya prosedur yang menakutkan dan susah. Posesnya pada masa ni masih lagi senang dan straight forward.

(a) Untuk bergelar Ts. anda perlu mempunyai ijazah yang diiktiraf oleh board seperti B. Eng, B.Eng. Tech dan lain-lain dan berdafatar sebagai Graduate Technologist (GT).

(b) Bagi Tc. anda perlu mempunyai Diploma, SKM dan berdafatar sebagai Qualified Technician (QT). Jika tiada SKM, boleh mohon secara PPT jika dah sekurang-kurangnya 3 tahun pengalaman kerja bidang SKM anda.
Seterusnya, anda harus mempunyai pengalaman kerja dalam bidang teknologi atau servis teknikal yang berkaitan selama sekurang-kuranganya 3 tahun sebelum layak memohon Ts. atau Tc.
Bagi yg sudah mempunyai pengalaman kerja sekurang-kurangnya 3 tahun, setelah mendapat kelulusan GT atau QT, anda boleh terus mohon sebagai Ts. atau Tc. Untungnya pada masa ini, pengalaman tersebut dikira dari tarikh anda berkerja bukan dari tarikh anda berdafatar sebagai GT atau QT, jadi prosesnya agak cepat.

Anda hanya perlu mengisi beberapa perkara dan maklumat dalam laman web MBOT contohnya pengalaman kerja, surat majikan dan juga CV anda untuk dinilai. Ada beberapa kriteria yang perlu ada dalam CV tersebut iaitu kompetensi dan komitmen (Knowledge & Understanding, Application to Practice, Leadership/Management, Interpersonal Skills dan Professional Conduct – lebih kurang sama dengan PI IEM)
Jika memenuhi semua keperluan tersebut, anda akan diterima untuk ditemuduga oleh panel penilai MBOT. Boleh rujuk carta alir di bawah.

Jika belajar bidang lain tetapi kerja dan pengalaman bidang lain, boleh ke mohon sebagai Ts.?

Apa yang kami tahu ia dibenarkan oleh MBOT (mungkin boleh berubah), itulah keindahan MBOT. Ia mengambil kira pengalaman kerja anda, jika belajar bidang Electrical Engineering tetapi pengalaman kerja bidang NDT, anda berpeluang untuk memohon bidang teknologi NDT dan seterusnya bergelar Ts.

Berapa lama masa dari GT ke Ts. atau QT ke Tc.? Berapa kos yang perlu dibayar?

Kebanyakannya akan selesai dalam masa 6 bulan ke atas tertakluk kepada jumlah pendaftaran dan panel penilai yang ada. Contohnya permohonan kami:
(a) Graduate Technologist – Mohon 13/11/2019 – Bayar RM 50
(b) Lulus GT & mohon Ts. – 06/12/2019
(c) Sedia untuk penilaian Ts. – 11/04/2020 – Bayar RM 600
(d) Temuduga – 19/05/2020
(e) Keputusan – 06/06/2020 – Bayar RM 350

Soalan yang paling popular!
Apa kelebihan Ts. atau Tc.? Adakah boleh endorse document atau buat submission seperti Ir.?

Dalam Akta 768, section 19, ia menyatakan Ts. is entitled to approve and certify the manner (cth SOP, Procedure dan lain-lain) atau conduct technology services.

Pendapat peribadi kami, khususnya dalam industri (bukan pendidikan, kerajaan, dll), Ts. dan Tc. ni masih lagi tidak dipraktikkan atau diiktiraf oleh pihak berkuasa seperti DOSH, pihak majikan atau pihak industri sendiri.
Masing-masing mempunyai sudut pandangan yang berbeza, terpulang kepada diri sendiri untuk melihat kelebihan tersebut.

Macam kami di GTI kami pandangannya dari sudut berlainan, kami akan menghasilkan peluang.

TVET route – Really better than academic?

Referring to the article published by NST on 3/3/2020, our 21 public-sector universities and 38 private-sector universities produce something like 51,000 graduates a year, but nearly 60% remain unemployed one year after graduation, according to a study in 2018 conducted by the Minstry of Education Malaysia’s Graduate Tracer Study.

There are many factors contributing to this, such as mismatch of skills (most academic programs are based on theory only but not practical in the real world), poor language skills (especially English), interpersonal & communication skills etc.

TVET Route

However, those who studies TVET courses may have a better chance of being employed @ high marketability. There’s also pathway for TVET graduates to further study to University level (despite failing/no credit for History or BM for SPM, whether for management related programs like those offered by Unirazak or pure technical degrees leading to Bachelor of Technology, offered by the 4 public universities collectively known as Malaysian Technical University Network, MTUN.

So, even if you excel academically, academic route may not be the best choice except for certain professional programs like law, medicine, pharmacy etc where academic pathway is the only option.

Under the TVET route, there are hundreds of TVET/skills programs for you to choose from. You may refer to the National Occupation Skills Standards (NOSS) Registry by downloading from the site, as a guide. However, not all programs are offered by the public & private TVET/skills centres, accredited by Department of Skills Development (DSD)@Jabatan Pembangunan Kemahiran (JPK).

More skilled and high-paying jobs need to be created for TVET graduates, says minister

PUTRAJAYA, Oct 24 — The Youth and Sports Ministry today exchanged Statements of Understandings with five entities aimed at forging stronger cooperation between the public and private sectors in developing the Technical and Vocational Education and Training (TVET) industry.

Witnessed by Youth and Sports Minister Syed Saddiq Abdul Rahman, the statements would see the entities play an active role in increasing career opportunities within the sector by offering spots for education and training, while offering technical advice to the ministry.

Among the signatories were Volvo Malaysia Sdn Bhd, Sapura Secured Technologies Companies, Malaysia Industry Association, the Malaysian Resources Corporation Berhad, with the cooperation of the Malaysian Prison Department.

Syed Saddiq later stressed the importance of offering former juveniles and minor crime offenders a second chance to reassimilate into society, saying one solution would be to retrain and up-skill them in opportunities within the TVET industry.

“For those who have been categorised as Individuals Under Observation, Henry Gurney leavers, we will give them a special route for them to be trained so in the end, despite them having a record, but they would be trained, re-skilled and up-skilled.

Henry Gurney Schools were set up under the Juvenile Courts Act 1947 to care for young offenders and provide formal education and rehabilitation for juvenile inmates.

“In the end they are able to be placed in companies that we share a relationship with for the TVET program,” he said after launching the SKIL 19’ Skills Symposium at the Youth and Sports Ministry Podium hall this morning.

Syed Saddiq said this and other efforts would be part of his ministry’s two pronged program, MyFuture Youth and MyFuture Youth Plus, aimed at offering reactive programs for former offenders, and proactive programs for youth who are classified within the risky category.

“For those who are in danger of falling into the group of high risk youths, we will put them through an early intervention program with special routes into TVET programmes.

“There will be long and short courses, and in the end they will be offered a job,” he explained.

He also mentioned the importance of the government’s willingness to accept former offenders into the public service, saying such steps have been brought to the attention of the Cabinet.

The Muar MP also revealed amendments to public service requirements are currently being worked out by the Chief Secretary that will see a leeway be added to consider former offenders to enter the civil service.

“This is important because if we see for those who have been jailed before, and those from Henry Gurney, about 50 to 60 per cent are youth, and a majority of them have committed minor crimes.

“But, because they don’t have targeted assistance, and if we forget or sideline them, they will go back into the community and society where their family also does not take them seriously, and not have a job, no direction in their life.

“If we (the government) are also not willing to help out, in the end they will reoffend and reenter into the same system,” he said.

Syed Saddiq stressed on the importance of breaking their cycle of crime and to offer them a second chance to assimilate back into and be a useful member of a developing society.

Additionally, the minister also added how the negative and derogatory perception towards the TVET industry should stop, and instead instil the culture of treating them as equals on par with graduates from public universities.

“If we see in Germany, the youth there are educated from a young age to understand that TVET is on par with those from public universities.

“In Malaysia, we have to instil this culture into the hearts and minds of the youth, and also the parents, as this is important to ensure that TVET will always be one of the most important growth sectors in the new Malaysia.

“But realising that dream would be impossible without the close cooperation between industry players,” he added.

Comment: Despite facts & figures showing that TVET graduates have high employability (Eg 83% for Kolej Vokasional graduates), it will still take very long time for the society to change their negative perception towards TVET.

Well, why is that so? Among them, not limited to:

1. Most of the those that took up
TVET courses are because they are academically poor & have no where to go (minority do have good academic grades too)
2. TVET jobs are generally low paying, especially in the initial years.
However, with
recognised certification, experience & good communication + people skills, income can reach 5 figures, eg like chefs, underwater welder, piping expert (O&G industry) or operating own business like dressmaking, hairdressing & beauty salon, automotive workshops.
3.
Lack of coordination between TVET institutions and industry on industrial needs also produced mismatch skills of TVET graduates, hence lower pay.

Solutions?

1. It’s ok if you, as a TVET graduate that doesn’t have SPM or fared poorly in academics, you’re now given a second chance to further to University for tertiary studies.
You may either pursue technical (Bachelor of Technology with Malaysian Technical University Network) or management related (Professional Diploma or Executive Bachelor) qualifications.
2. If you’re in the TVET industry without proper certification, you should consider to get your skills recognised via the Pengiktirafan Pencapaian Terdahulu (PPT/RPEL).
3. If you’re planning to study TVET courses, advisable to register at those that offers recognised certification like Sijil Kemahiran Malaysia (SKM), which are also warmly welcomed in many foreign countries for employment.

KUALA LUMPUR, Oct 4 — In relation to the Shared Prosperity Vision 2030, Prime Minister, Tun Dr Mahathir Mohamed had outlined that there would be an emphasis on skills development as well as technical and vocational education and training (TVET).

The Malaysian Institute of Economic Research’s (MIER) chairman Tan Sri Kamal Salih in concurring with Dr Mahathir said the future called for workers with knowledge and skills and this meant there has to be flexibility in our education system.  

“We really want to go forward, the Shared Prosperity Vision 2030 requires skills more than general education.

“This is where we have to shift, there must be flexibility in the system, right up to the university, and university shouldn’t allow those who pass A-levels or STPM (to enter), they can enter at another level, either diploma level, or by work experience with certificates,” said Kamal.

He cited the German dual education system, which Malaysia could benchmark against, where one could be a university student and work in the industry for a while, come back, and complete one’s degree.

“So you gain experience, you know the business world, you know the world of work, even before you graduate, therefore you can direct your reading, and your studies, to learn on what you like, learn from what you do in the industry, during your training,” he said.

He also pointed out Malaysian students’ lack of proficiency in English has been quite critical.

Kamal said other than English, being able to think, talk and communicate is critical especially in industry 4.0 that requires a lot of technology.

“You need to have knowledge. Future work is knowledge-intensive, the 3D jobs — difficult, dangerous, dirty jobs — will eventually be taken over by robots, either in air or in water, or in surface, to detonate bombs, they can fly and sprint, spray the fields and so on, maybe even one day catch fish,” he said.

He said human skills were needed for cognitive thinking, designing, rearranging, executing things and making decisions as well as communication and substance.

“If there is good communication, they’re on the internet, and the coverage is up to the rural areas, women can work from home, and if the home is in a rural area, women don’t have to come to the office, they can look after the children,” he said pointing out women need not drop out of employment to take care of their families.

Comment: Many may not be aware that there’s already pathway for non SPM credit holders but with working experience, still can pursue higher education. I’m referring to the genuine local public or local universities (MQA approved programs), not those dubious or outright fake overseas online degrees.

TVET graduates, especially DKM and DVM holders from Kolej Vokasional can also now
further their study at the Malaysian Technical University Network (MTUN) in Bachelor of Technology for certain programs, with the 1st intake in Sept 2019.

Very soon, there will be a bridging program that caters specifically to TVET graduates with SKM & DKM to obtain a professional diploma or executive degree (minimum 20 years and above) to an IPTS in Klang Valley.

Sarawakians looking down on TVET, laments Sarawak minister

KUCHING: Sarawakians do not have high regard for Technical and Vocational Education and Training (TVET) qualifications, a state minister said today.

State Education, Science and Technological Research Minister Michael Manyin said TVET training and qualifications were looked down upon by parents as being inferior to academic qualifications.

School leavers also did not place much value on TVET training, he said during the closing ceremony of Worldskill Malaysia Sarawak 2019.

“Every year, Sarawak has between 35,000 and 38,000 school leavers with SPM qualifications and of these only about 20,000 to 25,000 further their studies in tertiary institutions or do skills training in TVET institutions.

“Between 10,000 and 15,000 of these SPM school leavers do not undertake any further studies or training and enter directly into the job market often doing jobs that pay low wages and have little prospect for advancement,” he said.

Manyin said even though there was a huge demand for skilled workers and there were institutions offering courses in these trades, most of them were either under enrolled or had no takers.

Therefore, he said, it was the state education, science and technological research ministry’s main agenda to promote TVET and skills training as an equally attractive career development pathway.

Among the initiatives taken were through the Sarawak career and training fair, TVET symposium and TVET camps.

Another key programme by his ministry to raise the status of TVET was through the Worldskill Malaysia Sarawak competition, which is organised once in two years, he said.

The Worldskill Malaysia Sarawak was held to recognise and acknowledge the skills and competencies of Sarawak’s youths and to raise awareness about the value of vocational education and training as well as careers for those with skills training.

Well, not only Sarawakians look down on TVET, it’s the society in general, not limited to Malaysia but other developing countries as well.
Not easy to change the social stigma of the public as it’s been drilled in most parents mind that TVET is only for dropouts & those who are academically poor. And perhaps some jobs are deemed to be 3D (dangerous, dirty & difficult) (eg motor mechanics, underwater welding, electrician, construction worker etc).

But with so many academic graduates coming out jobless & statistics showing that
TVET graduates are highly employable (>90%), don’t you think that you as either parents or students should give TVET courses & jobs a second look or maybe even the 1st choice, if your interest is, in baking, sewing, woodworking, repairing cars etc?

And now TVET graduates are given the opportunity to even
further study to university level with the offering of Bachelor of Technology programs by members of Malaysian Technical University Network (MTUN) or management related degrees to enable TVET/skill graduates to graduate into management level. Don’t you agree that if you have hard (technical) & soft (management, communication, entrepreneurship) skills, you would be even better that those academic graduates who are mainly only good in non-technical skills?

KUALA LUMPUR: MORE than 5,000 technical and vocational education and training (TVET) courses and science courses offered by universities, polytechnics and technical universities have not been taken up.

Although those courses have greater job prospects, students are not enrolling in those classes.

They include sustainability science, applied plant science, forest resource technology, product development technology, natural resources science, agribusiness, applied physics, industrial chemical technology and business engineering.

Since 2017, 1,251 courses in public universities have been suspended or cancelled. This number is almost 30 per cent of the total courses offered in public universities.

“Maybe it’s not ‘sexy’ enough, but students don’t understand that those courses allow them to be employed even before they graduate,” said Education Minister Dr Maszlee Malik in an interview with the New Straits Times Press.

He cited the cybersecurity course offered by Politeknik Mersing, where students could gain employment even before graduating.

“But when it comes to TVET courses, people do not understand as it is a term that explains everything under the sun, and it may be too vast.

“What I like to emphasise is that there are jobs available in those courses.”

He also said the number of non-Bumiputera students enrolling in polytechnics and technical institutions was very low, and many were focused on entering matriculation and public universities.

“It’s (matriculation) not the only path. We have Form Six, polytechnics, diploma studies and the Teachers’ Education Institute, which do not have any quota. So now, we want others to look at the bigger picture.”

However, Maszlee said there were weaknesses in the ministry’s steps to disseminate information and guide people through the options. In April, he had said the ministry was looking into rebranding TVET programmes, and this included the possibility of changing its name to a more appealing one.

He said the ministry would make TVET a mainstream education choice for students because they viewed it only as a second option and believed it might not help them much in the future.

Comment: Poor public perception aside, I think following are few other issues:
1. The Education Ministry & Human Resource Ministry has not been promoting enough about TVET courses & it’s future & more importantly, effectively.
2. If I’m not mistaken, entrance requirements to these universities, polytechnics and technical universities still requires a pass in SPM BM & History or 3 credits. This actually deprives many SKM or DKM holders who may not qualify academically but yet they are the ones that are inclined to further their study in these technical courses.

BUKIT MERTAJAM: The Human Resources Ministry is encouraging technical and vocational education and training (TVET) institutions to provide night classes for the working class community.

Its Minister M. Kulasegaran said the current operation hours were 8am to 5pm but the ministry encouraged the institutions to extend the operational hours for another six hours by remaining open until 11pm.

“Eight to five are the normal working hours but we are now encouraging all TVET institutions to also operate from 5pm to 11pm to give opportunity for those working in nearby companies to continue their training to improve their skills.

“This is being done in other countries including Japan and even here at the Penang Skill Development Centre,” he told reporters after attending a ceremony to celebrate Japanese Foreign Ministry commendation to Japan-Malaysia Technical Institute (JMTI) for promotion of economic relations between Japan and Malaysia at JMTI in Lorong Bukit Minyak here today.

Also present were Finance Minister Lim Guan Eng and Japanese Ambassador to Malaysia Dr Makio Miyagawa.

Kulasegaran said the ministry had also suggested to Japan International Cooperation Agency (JICA) to continue working with JMTI as a regional training centre that runs JICA training programmes for participants in this region.

“I believe that this is significant as it lends credence to the name “Japan-Malaysia Technical Institute”,” he said.

He said he hoped JICA would continue to dispatch technical experts and senior volunteers to share knowledge with instructors from local institutions.

Meanwhile, Lim said in the Eleventh Malaysia Plan (11MP), it was targeted that the percentage of skilled workers would increase from 28 per cent to 35 per cent by 2020 but in order to achieve this, TVET sector needed to become a game changer so that it could easily meet the demand and requirement of the industry.

“The target is to increase TVET students annual intake gradually from 164,000 in 2013 to 225,000 in 2020,” he said.

Lim said government continued to place strong emphasis for improvement of TVET and had provided significant allocation for this year, totalling nearly RM170 million.

However, Lim said the government could no longer afford to provide large allocations to public institutions with regards to capital expenses such as buying new machines and equipment.

He said an effective public-private partnership was needed in which industry could share their resources such as machineries and technical expertise in order to help train more local students.

“Now more than ever, it is crucial that the private sector comes forward and helps the government by sponsoring, or donating equipment or machinery to TVET institutions.

“Alternatively companies may also provide opportunities for TVET students to be trained using machines and equipment available at their facilities,” he said.

Lim said in other countries such India and Germany, there was specific legislation that compelled companies to participate in TVET.

However, the Bagan member of parliament did not elaborate on whether the government had plans to implement such legislation.

Lim said the government hoped that the industry and TVET institutions would voluntarily collaborate across their entire value chain of TVET, if possible from student recruitment to curriculum design, delivery and even job placement.

“Companies should also consider offering scholarships especially for students to encourage more students to join TVET programmes. For this year, such contributions are eligible for tax deduction,” he said.

Kumpulan pertama lulusan diploma kemahiran lanjut pengajian di MTUN September ini

PUTRAJAYA, 30 Jan (Bernama) — Kumpulan pertama pelajar lulusan diploma kemahiran bakal melanjutkan pengajian ke peringkat ijazah sarjana muda di Rangkaian Universiti Teknikal Malaysia (MTUN) pada sesi pengajian September ini, kata Timbalan Menteri Sumber Manusia Datuk Mahfuz Omar.Beliau berkata Agensi Kelayakan Malaysia (MQA) dalam mesyuarat Majlis Pembangunan Kemahiran Kebangsaan (MPKK) secara prinsipnya bersetuju supaya keputusan Sijil Pelajaran Malaysia (SPM) tidak diambil kira untuk kemasukan ke peringkat ijazah sarjana muda sekiranya pemohon sudah mempunyai diploma atau diploma lanjutan dalam bidang kemahiran.

“Sebelum ini, dia (lulusan diploma kemahiran) tidak boleh masuk universiti sebab perlu tengok SPM, tetapi kalau dia dah ada diploma yang lebih tinggi daripada SPM, kita mahu supaya mereka diberi pengiktirafan,” katanya pada sidang media selepas mempengerusikan mesyuarat MPKK, di sini hari ini.
