Which Trainer Certificate?

The Malaysian training landscape offers a variety of trainer certificates, leaving aspiring trainers wondering which one holds the key to success. This article aims to demystify the options and help you choose the most suitable path for your career goals.

In-Demand Trainer Certificates:

While specific needs vary across industries, some trainer certificates are consistently sought-after in Malaysia:

A) National Competency Standard - Train The Trainer (NCS-TTT)

This certificate equips you with fundamental training and assessment skills, making it a broad and versatile option.

It  is nationally recognized trainer certificate that allows you to be:

a) Qualified as an Assessor (Pegawai Penilai) for Modular@Micro-Credential programs in JPK Accredited centres (demand is getting higher with more centres offering Micro Credential programs) AND 

b) A HRDC Exempted TTT Trainer

You may apply for exemption of HRDC-TTT Exempted with your NCS-TTT certificate with just RM300 application fee. It opens doors to various opportunities in the Malaysian training landscape, particularly within the corporate sector.

Train the Trainer Certification - HRDCTTT exemption

This programme would enable you to:

1. Determine training requirement (Training Needs Analysis@TNA)
2. Design training course (Session Plan)
3. Conduct training (presentation skills)
4. Conduct training evaluation

B) Human Resource Development Corporation - Train-the-Trainer (HRDC-TTT)

If you aim to train within the corporate sector, this certificate caters specifically to the needs of this environment.

  • Conduct HRDF-claimable training programs: The HRDF (Human Resource Development Fund) is a government initiative that allows employers to utilize their levy contribution to train their employees. Trainers with HRDC-TTT certification are eligible to conduct training programs under HRDF schemes, making them valuable assets to companies seeking to upskill or reskill their workforce.
  • Offer independent corporate training services: If you possess entrepreneurial spirit, the HRDC-TTT certificate allows you to become a freelance trainer and offer your services indirectly (via approved HRD Training Provider) to companies seeking corporate training solutions.

C) Vocational Training Operation @ VTO

Vocational Training Operation (VTO) has always been the preferred skills trainer certificate by many in the skills industry, including but not limited to the cosmetology, automotive, IT, hospitality, office administration, early childhood etc.

It was high in demand due to it being a compulsory vocational trainer certification for the appointment as an Assessor@PP in ALL the JPK Accredited centres that offers skills@TVET courses, leading to a Malaysian Skills Certificate@Sijil Kemahiran Malaysia.

However, VTO NOSS has been phased out beginning July 2022. You also cannot apply for VTO skills trainer certificate any more via Recognition of Prior Learning@Pengiktirafan Pencapaian Terdahulu (PPT) with your years of technical training experience. 

Nevertheless, you can still attend VTO* course for now (last year). You need to attend a 6 mths, part time course followed by a 6 mths internship at a JPK Accredited training centre. 

Pre-requisite: Must have a SKM3 in any field.

*VTO certification is still recognised as a qualification for the appointment of Assessor@PP in JPK Accredited centre (Pusat Bertauliah SLaPB).

D) TVET Instruction @ TVETi

As we move on to a more digital era, especially post COVID, certain delivery of training are going digital. Hence, TVETi (Level 4) is an upgrade of VTO (Level 3) whereby 2 new Competency Units (CU) replaced some CU in VTO NOSS (refer to the table below (highlighted in red):
CU2 – WA 3&4 (WIM) and
CU4 – Digital Training Implementation 

If you still want to apply for a skills trainer certificate@TVET-i via the training experience method, you need to have the following: 

  1. More than 5 years of skills training experience
  2. Pass SPM BM & Sejarah (if taken post 2013)
  3. Performed ALL the Work Activities listed in the TVET Instruction (TVET-i) NOSS during your years of training experience (refer to the charts below)

If you do not fulfill the above requirement, the only choice you have is to attend the 1 year VTO course (part time) or TVET-i course full time (9 months in CIAST & it’s satellite campuses around Malaysia)

Do You Really Need VTO/TVET-i Trainer Certificate?

But then, more importantly, you need to ask yourself, do you really need VTO or TVET-i certificate?

Many may not know, in fact, been misled by unscrupulous consultants, that it’s actually unnecessary to have a VTO or TVET-i skills trainer certificate, unless you want to be an Assessor/Pegawai Penilai (PP)* in any JPK Accredited centre (Pusat Bertauliah SLaPB)

* You also need to pair with your SKM3/DKM & PP-PPD-PPB induction cert to be appointed as PP.

If you just plan to teach any programs without issuing SKM certificate via a JPK Accredited centre, it is NOT COMPULSORY to have VTO or TVET-i skills trainer certificate. I know the industry has been somewhat brainwashed to obtain the VTO and now probably TVET-i cert (and being charged exorbitantly, almost double of what the VTO accredited centres are charging!).

E) NDTS Trainer

Another trainer certificate that is needed within the Malaysian Skills Certification System is the trainer appointed at National Dual Training System training centres that conducts theoretical training only.

Choosing your Trainer Certificate

The best trainer certificate for you depends on your career aspirations and target audience:

  • For general training: NCS-TTT offers a broad foundation.
  • For corporate training: HRDC-TTT (which includes NCS-TTT, since it can be exempted) specializes in the corporate setting.
  • For vocational training:
    a) NCS-TTT for Modular@Micro Credential certification programs
    b) VTO or TVETi for SKM/DKM/DLKM certification programs
    c) NDTS Trainer for theoretical training in a NDTS setup.

Remember: When choosing your trainer certificate, consider your career goals, target audience and budget. Consult with training providers (preferably accredited by Jabatan Pembangunan Kemahiran (JPK) and/or registered with Human Resource Development Corporation (HRDC), like ISE Education Sdn Bhd) and industry professionals to gain further insights and make an informed decision.

TVETi (TVET Instruction)

TVETi adalah singkatan kepada TVET Instruction atau dalam Bahasa Malaysia dikenali sebagai Pengajaran TVET.

Kod NOSSnya adalah P853-002-4:2021, Tahap 4@Diploma Kemahiran Malaysia bidang Pengajaran TVET.

Pengajar TVET adalah individu yang mampu menjalankan latihan berkaitan pekerjaan yang berkesan untuk membantu belia dan dewasa dalam pembelajaran sepanjang hayat, latihan pekerjaan dan pembangunan kemahiran. Mereka terlatih secara teknikal, mahir dalam trend industri dan amalan terbaik serta kecekapan dalam menunjukkan kualiti latihan yang berprestasi tinggi
untuk dunia pekerjaan. Dalam konteks Malaysia, pengajar kemahiran adala seorang yang bertanggungjawab untuk latihan kemahiran dengan membimbing, menyelia dan menilai keupayaan pelatih untuk mengasimilasikan aspek teori dan praktikal latihan (The Commissioner of Law Revision Malaysia, 2006).

Secara ringkasnya, pengajar TVET adalah kunci pemboleh (key enabler) yang menentukan kemahiran tenaga kerja masa depan (UNESCO-UNEVOC, 2020).

Secara amnya, pengajar TVET Malaysia ditetapkan untuk melatih secara formal dan tidak formal pembelajaran di institusi berasaskan latihan@Pusat Bertauliah JPK untuk beberapa kementerian persekutuan yang memiliki, membiayai dan mengendalikan sektor awam TVET, termasuk, tetapi tidak terhad kepada:

a) Kementerian Sumber Manusia: Institut Latihan Perindustrian (ILP), Lanjutan Pusat Latihan Teknologi Tinggi (ADTEC), Institut Teknikal Jepun-Malaysia (JMTI) dan Pusat Latihan Pengajar dan Kemahiran Lanjutan (CIAST);
b) Kementerian Belia dan Sukan: Institut Kemahiran Belia Negara (IKBN), Institut Kemahiran Tinggi Belia Negara IKTBN, Akademi Kemahiran Belia Golf (AKBG);
c) Kementerian Pertanian dan Industri Makanan: Institut Pertanian, Institut
Perikanan dan Institut Veterinar;
d) Kementerian Kemajuan Luar Bandar dan Wilayah: Kolej Kemahiran Tinggi Mara (KKTM), Institut Kemahiran Mara (IKM), MARA-Japan Industrial Institut
(MJII), GIATMARA;
e) Kementerian Pelancongan dan Kebudayaan: Institut Latihan Pelancongan;
f) Kementerian Kerja- Akademi Binaan Malaysia dan
g) Kementerian Pertahanan: Institut Perhebat.

Selain itu, agensi awam lain seperti Bahagian Pendidikan dan Latihan Teknikal Vokasional (BPLTV), Kementerian Pendidikan; Politeknik dan Komuniti
Kolej, Rangkaian Universiti Teknikal Malaysia (MTUN); Kementerian Pendidikan Tinggi dan juga institut latihan swasta turut menyumbang persediaan sedemikian untuk TVET dan pembangunan modal insan untuk mempercepatkan pertumbuhan ekonomi. Memandangkan TVET memainkan peranan penting dalam pembangunan ekonomi negara, Kerangka Kelayakan Malaysia (MQF) dibangunkan untuk menyelaras dan memantau kemajuan TVET  untuk memenuhi permintaan industri dan membantu peranan dan fungsi pengajar TVET di negara ini.

Jabatan Pembangunan Kemahiran (JPK), Kementerian Sumber Manusia dan Agensi Kelayakan Malaysia (MQA) adalah agensi/kementerian yang mengharmonikan dan mengukuhkan tadbir urus dan institusi mekanisma untuk pelaksanaan TVET dalam berkaitan akreditasi dan jaminan kualiti dalam tiga tonggak utama laluan TVET seperti yang digambarkan dalam rajah di bawah.

Ini adalah semakan NOSS untuk Operasi Latihan Vokasional Tahap 3 (I-031-
3:2014) dan Pelaksanaan Pendidikan & Latihan Vokasional Tahap 4 (I-031-
4:2014) atau Eksekutif Latihan Vokasional Tahap 4 (I-031-4).

Rasional untuk pembangunan NOSS Pengajaran TVET adalah berdasarkan amalan sebenar daripada maklum balas pemain industri yang mendapati NOSS VTO sedia ada harus mempertimbangkan intervensi terkini dalam pelaksanaan latihan. Dengan cadangan Keusangan Operasi Latihan Vokasional (VTO) Tahap 3, JPK mempertimbangkan untuk menaik taraf kepada TVETi – Pengajaran TVET Tahap 4 berdasarkan garis panduan sedia ada. panduan sedia ada.

NOSS ini dibangunkan sebagai pelengkap kepada NOSS sedia ada untuk melengkapkan personel dengan kaedah dan teknik pengajaran. Dengan permintaan semasa yang luas dalam pelbagai aktiviti kerja teknikal dan profesional yang kompleks seperti platform eLearning, pekerjaan semasa memerlukan pelbagai konteks dengan tanggungjawab peribadi dan autonomi yang besar. 

Oleh itu, NOSS TVETi yang dicadangkan adalah untuk meningkatkan kecekapan semasa sehingga standard yang lebih tinggi dan panel pembangunan NOSS telah sebulat suara bersetuju untuk menetapkan TVETi di Peringkat Diploma dan memerlukan internship di Pusat Bertauliah JPK.

Bagaimana Nak Ambil Kursus TVETi? (Sepenuh Masa)

Tempoh pelaksanaan kursus ini adalah selama 9 bulan menggunapakai NOSS Pengajaran TVET (P853-002-4:2021) sebagai garis panduan asas. Pelaksanaan kursus adalah 3 bulan teori (Metodologi) di CIAST dan 6 bulan latihan internship di Institut Latihan Kemahiran Awam atau Swasta. Pelajar yang tamat pengajian dengan jayanya akan dianugerahkan DIPLOMA PENGAJARAN TVET (TVET I) TAHAP 4  daripada Jabatan Pembangunan Kemahiran (JPK).

How to be a Qualified Skills Trainer in the Malaysian Skills Certification System

What is a Skills Trainer?

A skills trainer is an industry practitioner equipped with certain skills dedicated to helping individuals learn and enhance specific skills. They can be teachers, coaches, mentors, or experts in their respective fields, who impart knowledge and expertise to adults seeking to develop in a particular area. From educational institutions to businesses and online platforms, skills trainers can be found in various settings. By leveraging their expertise, these trainers empower students and employees to strengthen their skill sets, ultimately preparing them for successful careers ahead.

Now, in the context of Malaysian Skills Certification System, a skills trainer is a personnel in an accredited centre that fulfills the requirement and certified by Director General (Ketua Pengarah) to train the students/candidates at the determined accredited centre.

Skills trainer, also commonly called as tenaga pengajar kemahiran in Malay by most, either serve/appointed at SLaPB or NDTS training centres.

1. Jabatan Pembangunan Kemahiran (JPK) Accredited Centre under SLaPB

This is something like an academy/college, where training is 100% institution based.

As a skills trainer, you would be required to teach the students theoretical knowledge & perform practical, all within the institution (read here if you’re interested to set up a Pusat Bertauliah SLaPB )

Your students would be mainly school leavers, with or without SPM. Yes, you didn’t read wrongly, SPM is not needed to pursue a skills course or now popularly known as TVET courses.

There are actually 3 categories of skills trainer in a Pusat Bertauliah SLaPB; namely;

1. Tutor/lecturer/trainer @ Tenaga pengajar (TP)
2. Assesseor @ Pegawai Penilai (PP)
3. Assessor for Modular programs @ Pegawai Penilai Modular (PP-M).

1.1 Tenaga Pengajar

As a TP, your role is just to teach the students, whether it’s theory or practical. You would not be able to assess, hence couldn’t sign & give marks to your students’ portfolio. 

To qualify as Tenaga Pengajaryou only need to pass induksi PP-PPD-PPB, besides having working experience and being competent in the program being taught.

1.2 Pegawai Penilai (PP)

As a PP, your role is not just limited to teach but also assess the students in theory and practical.

Every JPK Accredited Centre MUST have this personnel (besides the internal verifier-PPD & centre manager-PPB) as part of the requirement to get program accreditation by JPK. Hence, PP is a VERY critical personnel in any Pusat Bertauliah SLaPB (in my view, the most critical one, despite being at the bottom of the organisation chart).

To qualify as a PP, you need to have:

1. Induksi PP-PPD-PPB certificate
2. Sijil Kemahiran Malaysia (usually minimum Level 3)
3. VTO or TVET-i certificate (trainer cert)

1.3 Pegawai Penilai Modular (PP-M)

Just like PP, your role is not just limited to teach but also assess the students in theory and practical. However, as a PP-M, you can only be appointed for Modular programs (as the name suggest),

In JPK’s context, modular@micro credential program refers to micro-qualifications awarded for training programs implemented in a modular manner over a shorter period of time. It is developed based on a Competency Unit (CU) or Work Activity (WA) or a combination of CU or a combination of WA for the specific competence of a National Occupational Skills Standard (NOSS).

To qualify as a PP-M, you need to have:

1. Induksi PP-PPD-PPB certificate
2. Sijil Kemahiran Malaysia or Statement of Achievement (PC) for the program to be appointed as PP-M; AND
3. VTO/TVET-i certificate or NCS-TTT (trainer cert)

2. National Dual Training System (NDTS) Training Centre

This is an industrial based training, where 20-30%  of training is done at training centre and balance 70-80% is done at workplace.

As a NDTS skills trainer, you are only required to teach theoretical modules in the training centre.

The practical part would be handled by the NDTS coaches at the company/workplace.

Your apprentices would either be the existing or new work force of the NDTS company. 

To qualify as a NDTS Trainer, you need to have:

1. Induksi SLDN certificate
2. Sijil Kemahiran Malaysia/Diploma Lanjutan Kemahiran Malaysia/Diploma Lanjutan Kemahiran Malaysia/Diploma/Degree in relevant field AND 1 year of relevant teaching experience OR qualification in the particular field AND 3 years of relevant teaching experience
3. Passed NDTS Trainer Training Programme (4 days f2f programme)

3 Digital Training Skills for Effective TVET Instruction

Digital Training Implementation

The digital world has changed how we live our lives. It’s also changing how we train people in TVET. This article will give you an overview of the 3 main digital training skills and the different types of digital tools available for use by trainers and learners, and provide practical advice on how to implement these into your training programs.

1. Develop e-training material

There are lots of ways to develop e-training materials. However, there are some crucial factors that should not be ignored when undertaking e-training content development for e-training course materials. The 5 tips required to create successful e-training material are elaborated below:

1. Employ Highly Qualified And Experienced Facult

There are many TVET institutions in Malaysia which lack highly qualified and experienced teachers who can teach students using a variety of teaching methodologies and real-life examples. Thus, this is the most crucial factor in developing e-training material for a successful digital training implementation.

If your TVET trainers are not well versed in this area, it’s time to upskill them with the necessary knowledge and skills. Perhaps can consider attending a basic & compressed* one (1) day course on Digital Training Implementation conducted by an experience trainer that has a Degree majoring in this area. 

* Basic knowledge and experience of using Gmail products and going online is a pre-requisite. 

2. Integrate 3D Animation, Simulations, Games, And Quizzes For Enhanced Comprehension

Making e-training content development informative and relevant with text is not enough. Unless the content is made attractive, lively, fun, and engaging, the e-training material may fail to attract students, especially those in the TVET sector. To make content engaging, integrate 3D animation, simulations, games, and quizzes into the e-training material, therefore, enriching TVET learner comprehension on different concepts.

3. Create Relevant e-training Content

Learners prefer learn from content which they find simple, relevant, and informative. Therefore, e-training content development should not be monotonous or passive, but encourage the learners to pay attention.

4. Structure Your Training Journey

E-training content should be designed to offer a logical and structured journey for the learners in the form of learning paths when it comes to training content. Logically, subdividing the main course into several courses depending upon available learning time for course completion is of significant importance. This structured and organized-learning path gives learners clarity on which course to complete first and helps define a learning path for a certification program. 

5. Assess Learner Performance

An assessment of a student’s performance should be provided periodically. In order to develop high-quality e-training material, you should follow the above tips to create an effective one.

2. Deliver Online Training

For successful digital training to be implemented, you need to deliver your online training effectively after developing the right & effective e-training material.

Here are the top five (5) tips for delivering effective online training.

1. Using the Right Technology

Providing access to the right technology is important to allow your TVET trainers to get their training done effectively. No one wants technical hiccups to get in the way of their training time. Besides the internet facility readiness, you will also need to provide access to laptops or desktops that is compatible for the digital training, microphones as well as the appropriate software and licences to use it. Your trainees will need login details and support to navigate the programmes they need to use.

2. Create a Content Library

If your e-learning material is to be used for every batch of students, there’s no point reinventing the wheel every year and creating a new course. Organise and store reusable content, such as training materials, assessments, poll questions and session guidance notes for carrying out the digital training.

3. Keep your Learners Engaged

Not everyone will be enthusiastic on digital learning, particularly TVET students who may have a shorter attention lifespan. But it doesn’t mean the courses can’t be interactive and surprisingly fun and informative. Try using tests to evaluate knowledge retention during the session and get immediate feedback with polls. Encourage small-group interaction with breakout sessions. Or you could broadcast an image of your whiteboard to trainees and share your updates in real time.

4. Assess What Your Trainees Have Learned

Once your trainees have completed their learning, you also need to assess how they got on by finding out, for example, what the pass rate is, what questions proved tricky or if there are any outstanding trainees who need to complete their learning. Look into whether your platform or web application allows you to get detailed reports on session attendance, test results and assessments.

5. Reward Your Trainees

Just because the learning schedule you set is online, it doesn’t mean you can’t reward your trainees in other ways to congratulate them on completing the digital training. For example, perhaps you could reward the highest scorer.

3. Conduct Online Assessment

Online Assessments are the new normal, as learning has transcended to be disseminated using technology. E-learning is the current mantra, beyond pen and paper. Online Assessments are challenging because they are difficult to construct using the tools available. Nevertheless, their benefits are farfetched. Online Assessments are easier to explore and data collection on the performance of the learner becomes easily accessible, easily adaptable, less time-consuming, and leverage new data collection. 

The Online Assessment should be achievable by the learner, unambiguous in approach, should include a baseline criterion for the learner, easily understood by all learners; and feedback must be provided preferably in a written format which is accessible to all learners. The quality of the online assessment determines its efficacy, universal approach, genuine scores and real-time calibre of the learner

In the context of Malaysian Skills Certification System (SPKM), assessment is the process of assessing the level of competence that includes the skills, knowledge and attitude of a trainee while performing the assigned tasks. 

It is implemented to determine whether a trainee has reached the skill level set in NOSS, for the purpose of awarding the Malaysian Skills Certificate / Malaysian Skills Diploma / Malaysian Advanced Diploma of Skills / Statement of Achievement.

Online Assessment Tools

Google Forms is a popular Online Assessment Tool used by trainers/tutors. It is easy to create small quizzes or multiple-choice questions.

Other tools which have gained usage in current times are Skoolbeep, The Answer Pad, Edulastic, EasyLMS, Examsoft, CodeSignal and others.

今 天 我 们 来 谈 一 谈 关 于 VTO 课 程 / 认 证 的 课 题(由于 NOSS 的 废 除,真的不 能 再 申 请 VTO 了 吗?!

首 先 我 们 来 说 一 下,VTO 代表Vocational Training Operation-职 业 培 训 操 作,这 是 所 有  SKM / DKM (TVET) 考 官 必 须 获 得 的 教 学 认 证。

有 了 VTO 证书,你 就 可以 用 它 来 换 取 HRDCorp-TTT 的 证书。同 时,拥 有VTO 证书 的 话 你 也 可 以 执行 和 NCS-TTT 证书 一 样 的认 证 范 围,也 就 是 说 拥 有 VTO 证书 你 就 可 以 和NCS-TTT  证书 持 有 者 一 样担 任 某 些 特 定 module (科目) 的 PP 考 官;但 其 实 VTO 证书 比 NCS-TTT 的 证书更 优 越,因 为 拥 有 VTO 证书 你 不 单 单 只 可 以 担 任 某 些 特 定 module (科 目) 的 PP 考 官,你 甚 至 可 以 成 为 该 科 目 的 总 考 官。

那为什么近来有谣言说VTO这个证书课程已经没有了呢?是政府不再开放这个科目了吗?其实非也!根据2021 年 6 月 23 日 的最新推出的NOSS名册,VTO 的 NOSS(国家职业技能标准)已被废除。但是!凡事都有这个但是!VTO的NOSS 已被 TVET-i(4 级)取代,虽然已被取代,但这个取代要等到 2022 年 6 月才会正式实行。也就是说直至2022 年 6 月前,您还是可以在此时间段通过 PPT 申请 VTO证书(阅读有关 PPT 的更多信息)(如果你有超过 4 年的技术教学经验)。

Sebelum kita bincang pasal VTO dijumudkan, anda mungkin tertanya-tanya apa itu VTO.
Berikut adalah penerangan ringaks tentang VTO serta kelebihannya.

1) Apakah itu VTO?

VTO – Vocational Training Operation (nama baru – kod I-031-3:2014) / Operasi Latihan Vokasional

Sijil VTO merupakan satu sijil yang wajib bagi lantikan jawatan Pegawai Penilai (PP), bukan setakat tenaga pengajar kemahiran Malaysia di institut kemahiran kerajaan & swasta yang ditauliahkan oleh JPK.

2) Kelebihan sijil VTO@sijil pengajar vokasional ?

a. Untuk melayakkan anda, lepasan SKM3/DKM/DLKM untuk menjadi Pegawai Penilai (PP) di Pusat Bertauliah JPK (Awam atau swasta), bukan setakat Tenaga Pengajar (TP)

b. Layak diberi pengecualian untuk sijil TTT HRDCorp (PSMB TTT)
Jika anda mempunyai sijil VTO, anda hanya perlu membayar RM300 (Jimat RM2,200-2,500) bagi mendapat pengecualian dari Sijil TTT dari PSMB / HRDCorp. Kaedah biasa mendapatkan Sijil HRDCorp TTT adalah dengan mengikuti latihan 5 hari (RM2,500-2,800) 

NOSS VTO memang telah dijumudkan (maklumat lanjut di bawah nanti) sejak Daftar NOSS 24 Jun 2021 yang lalu telah diluluskan.

Pusat Bertauliah JPK

Pusat Bertauliah JPK bererti penyedia latihan kemahiran, samada  institusi latihan atau tempat kerja (workplace) yang telah diluluskan oleh Jabatan Pembangunan Kemahiran (JPK) untk mengendali latihan kemahiran dan menawarkan Sijil Kemahiran Malaysia bagi bidang dan tahap kemahiran tertentu berdasarkan NOSS.

Program yang ditawarkan oleh Pusat Bertauliah JPK

Program-program yang ditawarkan adalah berdasarkan kepada Standard Kemahiran Pekerjaan Kebangsaan (NOSS) yang telah dibangunkan.

Senarai Pusat Bertauliah JPK

Sehingga 30 Sept 2021, jumlah keseluruhan Pusat Bertauliah SLaPB seluruh negara adalah sebanyak 1,233 buah pusat.  Daripada jumlah tersebut 808 merupakan pusat bertauliah awam dan 425 pusat bertauliah swasta.  

Pusat Bertauliah JPK di Selangor mempunyai bilangan pusat bertauliah paling banyak iaitu 216 buah pusat  yang terdiri daripada 84 buah pusat awam dan 132 buat pusat swasta.

Dan cuma 2 negeri di mana Pusat Bertauliah SLaPB swasta melebihi awam, iaitu Selangor & Wilayah Persekutuan Kuala Lumpur. 

2 negeri ini juga menunjukkan jumlah penurunan Pusat Bertauliah SLaPB swasta yang banyak berbanding tahun 2017. 

Namun, setelah pandemik berakhir, saya yakin 2 negeri ini juga akan menunjukkan peningkatan yang besar semula, berdasarkan permintaan peserta kursus induksi PP-PPD-PPB sejak Jun 2021.

Permohonan Pusat Bertauliah JPK

Bukan seperti lesen IPTS yang dikenakan moratorium, anda masih boleh membuat permohonan pusat bertauliah secara dalam talian di www.myspike.my. Pegawai yang diberi tanggungjawab untuk membuat permohonan tersebut adalah Pengurus Pusat Bertauliah (PPB) dan juga penyelaras PB yang dilantik oleh PPB.

Kriteria Utama Pentauliahan Pusat Bertauliah JPK (Swasta)

1. Pemilikan Pusat Bertauliah JPK

Butiran – Mendaftarkan operasi perniagaannya dengan mana-mana pihak berkuasa yang berkaitan di Malaysia.

Pihak Berkuasa Tempatan:

1.Suruhanjaya Syarikat Malaysia (Syarikat Sendirian Berhad/Berhad/Pendaftaran   Perniagaan/Perkongsian Liabiliti Terhad).

2.Pendaftaran Perniagaan (Cap 64), Ekstrak Perniagaan & Lesen Perdagangan – Borang I (negeri Sarawak)

3.Lesen Perniagaan – Borang B (negeri Sabah)

3. Kewangan – Mempunyai Modal berbayar minimum RM 50,000.00

2. Premis Latihan

i) Memiliki  premis  atau  menyewa  mana-mana  premis  dengan  baki tempoh sewaan tidak kurang daripada satu (1) tahun

ii) Telah mendapat kelulusan pihak berkuasa tempatan

iii) Bagi kelulusan Bomba atau lain-lain agensi penguatkuasa berkaitan adalah merujuk kepada bidang kemahiran tertentu yang akan dilaksanakan; (contoh: mendapat kelulusan agensi kerajaan bagi bidang berkaitan Jabatan Kesihatan, Jabatan Keselamatan dan Kesihatan Pekerjaan dan sebagainya)

iv) Memastikan premis latihan terletak di persekitaran yang kondusif dan selamat untuk menjalankan latihan; dan

v) Penggunaan premis latihan tambahan dalam lingkungan 25 kilometer boleh dipertimbangkan dan hendaklah mendapat kelulusan JPK

3. Nama Pusat Bertauliah

Hendaklah mencerminkan sebuah institusi latihan kemahiran

TIDAK menyamai dengan nama PB lain

TIDAK BERKAIT dengan nama JPK atau BAHAGIAN di bawah JPK atau apa-apa yang berkaitan dengan JPK

TIDAK MENCERMINKAN ENTITI PERNIAGAAN atau SYARIKAT. contohnya ABC SDN BHD, XYZ BERHAD dan sebagainya

4. Kurikulum Pentauliahan

i) Laluan latihan (Training pathway);

ii) Bahan pembelajaran bertulis (Written Instruction Material) beserta Jadual Pembahagian WIM (JPW);

iv) Pakej Pembelajaran Kebolehan Teras (NCS – Core Abilities) termasuk Matriks Core Abilities (Abilities vs CU/Modul program NOSS);

v) Silibus subjek tambahan bagi program DKM, DLKM dan tahap yang lebih tinggi;

vi) Pelan pelaksanan latihan yang merangkumi penilaian berterusan dan penilaian akhir (Gantt Chart); dan

5. Kemudahan Fizikal

PB hendaklah menyediakan kemudahan fizikal mengikut keperluan program yang dimohon merangkumi kemudahan insfrastruktur, kemudahan kelengkapan, peralatan dan bahan latihan.

PB hendaklah menyediakan kelengkapan, peralatan dan bahan latihan mengikut kehendak NOSS bagi program berkenaan di premis latihan yang hendak ditauliahkan seperti berikut:

1. Menyediakan dan memastikan KUANTITI KELENGKAPAN, PERALATAN DAN BAHAN  MENCUKUPI mengikut bilangan pelatih.

TIPS: Rujuk NOSS untuk nisbah kuantiti yang diperlukan.

2. Memastikan PERALATAN BERFUNGSI dengan baik dan selamat untuk digunakan

3. Memastikan PERALATAN MEMENUHI KEPERLUAN PERLESENAN (jika berkaitan)

6. Personel Pentauliahan

PB perlu memastikan bahawa setiap personal memenuhi kelayakan yang telah ditetapkan oleh pihak Jabatan Pembangunan Kemahiran.  Setiap personal pusat juga perlu mempunyai sijil Perakuan Pengiktirafan Kelayakan Sebagai Personel Pentauliahan (PPKSPP). 

Perakuan Pengiktirafan Kelayakan Sebagai Personel Pentauliahan (PPKSPP) merupakan perakuan yang diberi kepada personel Pusat Bertauliah (PB) Jabatan Pembangunan Kemahiran (JPK) yang bertanggungjawab dalam pengurusan latihan kemahiran, membimbing, menyelia dan menilai pelatih / perantis di PB.  Ianya bertujuan melayakkan personel diperakukan secara sah sebagai personel pentauliahan di bawah Sistem Persijilan Kemahiran Malaysia (SPKM) bagi program yang layak sahaja.

Ingin Menjadi Pengajar atau Coach SLDN?

Kursus Induksi SLDN adalah  WAJIB untuk semua personel Pusat/Syarikat SLDN yang berminat untuk dilantik samada sebagai pengurus pusat, penyelaras, pengajar atau coach di pusat/syarikat latihan SLDN, sebelum melaksanakan program SLDN.

Anda akan diberi difahamkan dengan konsep dan perlaksanaan SLDN dengan lebih jelas.

Kursus lain yang anda perlu ikuti nanti (bergantung kepada lantikan anda nanti) adalah:

1. NDTS Trainer Traning Programmme (bersemuka, 4 hari) jika anda bakal dilantik sebagai pengajar di Pusat Latihan SLDN.

2. Pentadir PB SLaPB digalakkan mengikuti supaya dapat faham dan senang dan bantu PPB menguruskan PB SLaPB.

3. PPL – Pegawai Pengesah Luaran (perlu lulus kursus induksi PP-PPD-PPB dulu).

4. Individu yang minat dengan Sistem Pensijilan Kemahiran Malaysia.

Jika anda  ada >5 tahun pengalaman mengajar bidang kemahiran, lulus SPM dan ingin mengajar program SKM atau menubuhkan Pusat Bertauliah JPK,  ini adalah peluang untuk anda memohon TVET-i@sijil pengajar vokasional TANPA mengikuti kursus separa masa/sepenuh masa selama 3-6 bulan dan menjalani 6 bulan internship.

Namun, pastikan anda ada kemahiran mengajar  program bersifat kemahiran, mengajar program akademik seperti tuisyen atau ajar di sekolah biasa tidak boleh dikira.

Siapa yang perlu ada Sijil VTO/TVET-i?

1. Jika anda ingin jadi  Pegawai Penilai (WAJIB)/tenaga pengajar di pusat latihan kemahiran awam/swasta yang menawarkan SKM/DKM/DLKM

2. Walaupun anda tidak bercadang untuk jadi Pegawai Penilai, ia juga memberi anda ilmu serta kemahiran sebagai pengajar bidang kemahiran.

Adakah WAJIB untuk miliki Sijil VTO/TVET-i?

1. Ya, jika anda bakal dilantik sebagai Pegawai Penilai di mana-mana  Pusat Bertauliah JPK  yang menawarkan SKM/DKM atau anda ingin menubuhkan Pusat Bertauliah JPK.

Tidak, jika anda hanya mengajar program kemahiran yang tidak menawarkan SKM.

Namun, ada kelebihan memiliki VTO/TVET-i, mengukuhkan kemahiran serta status anda sebagai pengajar vokasional/kemahiran.

3. Tidak, jika anda hanya mengajar  program bukan bersifat kemahiran atau soft skills. Anda cuma perlukan sijil  HRDCorp-TTT untuk memberi latihan kepada syarikat yang meyumbang kepada HRDCorp@PSMB.

8. Kursus Vocational Training Operation (VTO) - Kursus Online + Bersemuka (Separa/Sepenuh Masa)

Jadual: Hujung Minggu sehingga 6 bulan (360 jam) 
Mod: 6 bulan  (360 jam) Kursus Online + bersemuka  Internship: 6 bulan (720 jam) di mana-mana Pusat Bertauliah JPK yang menawarkan SKM bidang anda.

Anda perlu mengikuti kursus hujung minggu (online + bersemuka)  + internship jika ingin dilantik sebagai Pegawai Penilai (PP) di Pusat Bertauliah JPK jika TIDAK MEMILIKI pengalaman mengjar bidang kemahiran >5 tahun.

Pra-syarat untuk mengikuti kursus ini adalah Sijil Kemahiran Malaysia 3 (SKM3)sebarang bidang.

1. Sijil VTO/TVET-i diwajibkan mengikut Akta 652 kepada mana-mana individu yang ingin menjadi Pegawai Penilai (tenaga pengajar / cikgu / pensyarah) di pusat latihan kemahiran swasta dan kerajaan yang menjalankan Sijil Kemahiran Malaysia (SKM) dan Diploma Kemahiran Malaysia (DKM)

2. Melayakkan anda menjadi Pegawai Penilai (PP) program Modular ataupun SKK (Standard Ketrampilan Kebangsaan), tak perlu bazir duit untuk bayar RM2,500-2,800 lagi untuk sijil NCS TTT (NCS-004:2017).

3. Layak diberi pengecualian untuk sijil Train The Trainer HRDF/PSMB
Sijil TTT dari PSMB/HRDF diperlukan untuk mengajar kursus jangka pendek/korporat di bawah program PSMB. Yuran Kursus TTT adalah sebanyak RM2,500-2,800. Mereka yang memiliki Sijil VTO/TVET-i mendapat pengecualian mengikuti Kursus HRDF TTT dan hanya perlu membuat bayaran RM300 (jimat RM2,200-2,500) bagi mendapatkan Sijil HRDF TTT.

4. Peluang pekerjaan sebagai tenaga pengajar lebih tinggi
Tenaga pengajar TIDAK WAJIB untuk miliki sijil VTO/TVET-i tetapi sijil VTO/TVET-i meningkatkan peluang diambil sebagai pengajar sepenuh atau separa masa di kolej kemahiran kerajaan dan swasta. Who Should Have VTO cert?

1. If you are interested in becoming an assessor (COMPULSORY)/teaching staff/teacher/trainer in private and government skills training centers that offers Malaysian Skills Certificate (SKM) and Malaysian Skills Diploma (DKM) certifications.

2. Even if you don’t intend to be an assessor in any of the abovementioned training centres, it can also value add to your profile as a skills trainer.

Is it COMPULSORY to have VTO cert?

1. Yes, if you are going to be an assessor / Pegawai Penilai in any JPK Accredited Training Centres offering SKM/DKM or plan to set up your JPK Accredited Training Centre.

2. No, if you’re teaching any skills program but just offering your own academy cert or other non-SKM certs. Good to have though.

3. No, if you’re just teaching non-skills @ soft skills  program. You probably just need a HRDCorp-TTT cert if you do train corporate staffs.

This classroom (part time, wekend) + internship training is for those who also wants to be Assessor / Pegawai Penilai (PP) in JPK Accredited Training Centres but DO NOT have (or <4years) technical teaching experience.

However, unlike No 7 (those with >4 years technical teaching experience), pre-requisite to attend this course is min Sijil Kemahiran Malaysia 3 (SKM3) in any field.

2. Qualified to be Assessor (PP) for JPK’s Modular programs or NCS (National Competency Standard), replacing NCS TTT certificate (NCS-004: 2017). So you do NOT NEED to waste another RM2,500-2,800 for the NCS TTT certificate.

3. Eligible for exemption of HRDCorp-TTT (Train The Trainer) certificate (formerly known as HRDF-TTT).

It is required to train short term/corporate courses under the HRDCorp scheme.

The course Fee is around RM2,500-2,800.

If you have VTO Certificate, you can get an exemption, just need to convert to HRDCorp-TTT cert by paying RM300 ONLY(save RM2,200-2,500).

4. Higher employment opportunity as a skills trainer/instructor. Trainer/Instructor is NOT REQUIRED to have a VTO certificate but with VTO certificate, it enhances your chances of being employed as a full or part time trainer/instructor in government and private skills training centres. The teaching techniques’ knowledge and skills acquired also help you to become a more established & confident trainer/instructor.

8 Soalan Lazim (FAQ) Pegawai Penilai/Tenaga PengajarKemahiran?

1. Apakah syarat untuk menjadi Pegawai Penilai (PP)?

“Pengajar Penilai@Pegawai Penilai” ertinya personel di pusat bertauliah yang memenuhi kelayakan dan diperakui oleh Ketua Pengarah untuk mengajar dan menilai keterampilan pelatih di pusat bertauliah yang ditetapkan;

Selain syarat am seperti warganegara Malaysia dan berumur 18 tahun ke atas, berikut adalah tiga lagi sijil yang perlu dimiliki oleh seseorang Pegawai Penilai.

a. Sijil Induksi PP-PPD-PPB
b. Minimum SKM3 ke atas
c. Sijil VTO (mengajar & menilai program SKM) atau Sijil Latihan Tenaga Pengajar (NCS-TTT) (mengajar & menilai program Modular sahaja)

2. Saya pemegang Diploma/Ijazah Akademik, minat jadi tenaga pengajar kemahiran, boleh ke?

Nampaknya ramai graduan Universiti seperti anda berminat untuk mengajar bidang kemahiran dan nak tahu kelayakkannya. Sekiranya sekadar nak jadi tenaga pengajar kemahiran, tak susahpun. Selain memenuhi syarat am seperti PP, cuma perlu mempunyai pengalaman kerja serta kelayakan teknikal yang diperakui oleh Jabatan Pembangunan Kemahiran (JPK) DAN LULUS kursus induksi PP-PPD-PPB.

Tetapi, peluang kerja yang lebih banyak peluang adalah jawatan sebagai Pegawai Penilai (PP). Ia diperlukan oleh semua Pusat Bertauliah JPK@PLK, awam ataupun swasta, untuk memenuhi syarat pentauliahan serta kapasiti pelajar yang boleh diambil oleh PLK tersebut.

3. Saya pemegang Diploma/Ijazah Akademik, minat jadi Pegawai Penilai, boleh ke?

Boleh, syaratnya sama seperti No 1. Jika anda tiada pengalaman kerja yang mencukupi (min 3 tahun), disyorkan anda kerja dalam bidang kemahiran yang anda bakal nak mohon SKM3 nanti sehingga cukup 3 tahun ke atas supaya layak mohon SKM3 secara PPT.

Dalam masa ni, kumpulkan bukti-bukti ketrampilan yang cukup dan memenuhi kandungan NOSS (Aktiviti Kerja) untuk pembangunan portfolio anda nanti.

Jika anda dah ada pengalaman dalam bidang kemahiran ikut bidang NOSS melebihi 3 tahun, mohonlah SKM3 dulu secara PPT, sebelum mengikuti kursus VTO.

4. Saya pemegang Sijil Vokasional Malaysia (SVM) / Diploma Vokasional Malaysia (DVM) sahaja, nak jadi Pegawai Penilai, boleh ke?

Sama seperti No 3, boleh. Anda juga perlu mendapatkan Sijil Kemahiran Malaysia 3 atau lebih tinggi kerana SVM/DVM tidak setara dengan SKM/DKM.

5. Saya sudah ada pengalaman mengajar bidang kemahiran selama 8 tahun, bolehkah diecualikan daripada VTO?

Tiada pengecualian tetapi sekiranya anda telah mengajar dalam bidang kemahiran yang ada bidang NOSSnya lebih daripada 5 tahun, bolehlah mohon TVET-i (NOSS yang menggantikan VTO) secara PPT. Pastikan anda ada lantikan daripada majikan yang boleh mengesahkan tempoh pengalaman mengajar anda serta deskripsi tugasan yang jelas menyatakan anda mengajar pelatih/pekerja di bawah anda. Ataupun anda ada pusat latihan kemahiran sendiri yang melebihi 5 tahun.

6. Saya sedang bekerja, boleh berkursus VTO secara separa masa ke?

Boleh, sesetengah Pusat Bertauliah JPK swasta masih tawarkan secara separa masa.

Kursus adalah separa masa secara hibrid selama 6 bulan diikuti oleh internship 6 bulan di PB pilihan anda (sama program dengan bidang SKM anda).

7. Di mana saya boleh ambil NCS-TTT, VTO atau TVET-i) untuk melayakkan saya mendapat Sijil Latihan Tenaga Pengajar/Teknik Mengajar ini (salah satu syarat jadi Pegawai Penilai)?

Untuk NCS-TTT (kelayakan untuk jadi PP Modular atau trainer yang diiktiraf), boleh mohon dengan I Smart Educare, PB program VTO sebelum ni sejak 2011.

Setahu min, Pusat yang masih aktif menawarkan program VTO oleh pihak swasta ada di Selangor, Pahang DAN Sabah. Semua pusat ni adalah kenalan min, jadi kalau perlukan maklumat lanjut, boleh daftar minat anda di sini.

Untuk TVET-i pula, sila rujuk dengan CIAST, kecuali nak belajar di Sarawak atau nak mohon secara PPT (jika layak), sila hubungi min di 012-3123430.
